GP2 permits development in accordance with zoning provided it respects site/surroundings in siting/layout/scale/form/design/landscaping, does not adversely affect locality character or neighbour amenity (g), and provides satisfactory standards including parking (h). The officer found the proposal failed these tests: side/rear extensions harmed neighbour amenity via overbearing impact/loss of light; side extension harmed street scene character via terracing; front hardstanding harmed visual amenity/character by excessive garden loss. This tipped the balance to refusal despite residential zoning.

Objectionthe Commissioners considered the above application at their meeting held on Wednesday 19th May, 2010 and have resolved to Object to the proposal for the following reason; The site of the proposed extension is narrow and therefore would result in the rear of the extension being almost on the side boundary. The width of the proposed garage would appear to be no greater than 1.7 metres and therefore would not achieve a practical use as a car garage. Whilst the application indicates that the front garden area could accommodate two cars, it is considered that the application is un-neighbourly as a result of its height and close proximity to No. 69, Greenlands Avenue.
