THE APPLICATION SITE AND PROPOSED DEVELOPMENT The application site comprises the curtilage of Laxey Primary School, which is located on Quarry Road in Laxey. The proposed development comprises the erection of a toilet extension and creation of a retaining wall within the application site. PLANNING HISTORY
Whilst the application site has been the subject of a number of previous planning applications it is considered that none of these are specifically material to the assessment of this current planning application.
REPRESENTATIONS The Department of Transport Drainage Division do not oppose the planning application. PLANNING POLICY
In terms of local plan policy, the application site is designated as a civic, cultural, or other special use (primary school) under the Laxey and Lonan Area Plan Order 2005.
In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered specifically material to the assessment of this current planning application. General Policy 2 states:
"Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
The planning application seeks planning approval for the erection of a toilet extension and creation of a retaining wall within the application site.
It is considered that the overall level of development contained within the proposal is relatively modest and that it has little impact outside of the application site. As such the proposal accords with the General Policy 2 of the Isle of Man Strategic Plan 2007.
It is recommended that the planning application be approved.
It is considered that the following parties that made representations to the planning application should be afforded interested party status:
The Department of Transport Drainage Division (now encompassed within the Water and Sewerage Authority).
