The Site
The application site represents the curtilage of 6 Albert Street, Douglas. The existing dwelling is a mid-terrace, two-storey property located on the North side of Albert Street. The site is within an area zoned as "Predominantly Residential Use" identified on the Douglas Local Plan 1998.
The Proposal
Proposed is the installation of a replacement front door, painted hardwood timber.
Planning History
The following previous planning applications are considered relevant in the assessment of the current application:
- PA 04/01360/B Installation of replacement windows
- PA 07/01249/B Installation of replacement windows on front elevation
The above applications were approved.

Development Plan Policies
The application site is within an area zoned as "Predominantly Residential Use" identified on the Douglas Local Plan 1998, the site is also within the Douglas Windsor Road Conservation Area. It is appropriate to consider Environment Policy 35 of the Isle of Man Strategic Plan (20th June 2007).

Assessment
Given the nature of the proposed development, it is appropriate to consider Environment Policy 35, which states: "Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
It is considered that the proposed door would enhance the appearance of the property as the proposed door would be of a more appropriate design for the Conservation Area.
The proposal would incorporate the special features of the door which contribute to the character of the area.
It is judged that the proposal would enhance the character and appearance of the property. For the above reasons the application is considered acceptable, and is recommended for approval.
Party Status
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the installation of replacement front door shown in Location Plan, Photographs received 18th March 2010 and Applicant Letter and Ref A received 15th June 2010.
C 3. The door shall be painted blue or such other colour as may be agreed in writing by the Planning Authority, within 2 months of installation.
