Officer's Report
The Site
The application site represents the curtilage of Unit 21B South Quay. The existing building is currently used as an industrial unit, and is zoned as an area of "Light Industrial Use".
The Proposal
Proposed is the erection of signage to the front elevation. The advertising signs would be used for business adverts and would be constructed of 50mm thick metal box section faced with coloured plastic film, coloured film applied for lettering and background. There would be lighting above the signage.
Planning History
There are no previous planning applications for this site.
Development Plan Policies
The application site is located in an area zoned as "Light Industrial Use", therefore it is appropriate to consider General Policy 2 and General Policy 6 of the Isle of Man Strategic Plan (20th June 2007).
CONSULTATIONS Department of Transport Highways and Traffic Division do not oppose as it has no traffic management, parking or road safety implications. Douglas Corporation has made no comment with regard to the application.
Assessment
Given the nature of the proposed development, it is appropriate to assess the proposal in light of General Policy 6, which states: "Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:
- (a) Are of a high standard of design and materials and relate well to the building and site on which they are to be displayed;
- (b) Are in keeping with and do not detract from the surrounding area; and
- (c) Are located so as not to cause a highway safety hazard."
It is judged that the signage does not detract from the surrounding area, and relates well to the existing building. The application site is within an area of light industrial use, and the signage is considered appropriate for this type of building. The lights whin would be above the signage would be angled towards the signage, therefore would not cause a distraction to highway users. The signage would be located on the front elevation, and it is considered that the signs would not cause a highway safety hazard.
It is also appropriate to consider the relevant points from General Policy 2 in the assessment of the proposal, which are: "(c) does not affect adversely the character of the surrounding landscape or townscape;
- (g) does not affect adversely the amenity of local residents or the character of the locality"
The proposal is thought to have little impact on the character of the locality, due to the existing industrial appearance. It is considered that the proposal would have little impact on the amenity of local residents.
For the above reasons the application is considered acceptable, and is recommended for approval.
Party Status
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
