Housing Policy 13
Applies to rural dwellings which have lost residential use by abandonment, allowing formation using remaining fabric plus replacement of lost fabric if substantially intact (at least three walls to eaves), existing usable track, and services available. Extensions permitted if subordinate (<50% original floor space). Officer noted application as approval in principle lacks scaled drawings for any extension, recommending removal of extension wording or indicative drawings.
No objections
Trees Officer raised concerns about loss of amenity trees but acceptable with replanting condition; Highways Division objected due to insufficient parking and poor visibility; Rushen Parish Commissioners had no objections.
Key concern: poor inter-visibility impacting road safety from Highways Division objection
Trees Officer
Conditional No ObjectionThe trees which I assume you are referring to are the two elms. Although these trees are not tall they do have a large canopy spread and in conjunction with the remaining hedgerow trees provide considerable amenity value alongside the main road.; if it were possible I would prefer to see these removed.; I believe that if the trees do have to be removed then a replanting condition elsewhere would be acceptable.
Conditions requested: if the trees do have to be removed then a replanting condition elsewhere would be acceptable; condition requiring appropriate tree planting along this boundary (i.e. away from dwelling)
Highways Division
ObjectionApplying the parking standards as laid out in Appendix 7 of the IOM Strategic plan, a residential property requires 2 parking spaces.; Manx Roads, recommends that lay-bys allowing car parking parallel with the highway should provide a space of 6.0m x 2.0m per car.; The supplied plan (1:100) shows a lay-by, 2m x 9m. It is sufficient to park one vehicle, and as such would not meet the standard set out in the strategic plan.; Therefore, Highways Division oppose the application
Rushen Parish Commissioners
