The site represents the curtilage of 4 Quay Lane, a terraced, three-storey property which is stone-faced and has sliding sash windows in the ground and first floors and fixed casement windows in the top floor facing onto Quay Lane. The existing door on the front of the property is a timber door with small square glazed area in the top half.
The site lies within an area designated on the Castletown Local Plan of 1991 and the draft Southern Area Plan which was published on 23rd October, 2009 as Mixed use, reflecting the mixture of civic, commercial, and residential uses in the Quay/Parliament Square area.
The site also lies within Castletown's Conservation Area and the building is Registered (RB 57).

Proposed now is the replacement of the front door with a new stable-type door with a glazed top section. The door, when closed will resemble that which it is replacing, although when open, the top and bottom sections will operate independent of each other.
There are no representations on file.
Strategic Plan Environment Policy 35 and Planning Policy Statement 1/01 both require development within a Conservation Area to preserve or enhance the Area and Environment Policy 32 and the Statement both presume against development which would detrimentally affect the character or appearance of a Registered Building.
In this case, the new door will resemble that which it is replacing and as such it is considered that there is no adverse impact which would justify refusing the application.
As the property is a Registered Building (RB 57), the content of this application has been considered with particular regard to Policy RB/5 ALTERATIONS AND EXTENSIONS as set out within Planning Policy Statement 1/01- Policy and Guidance Notes for the Conservation of the Historic Environment of the Isle of Man.
The existing door is not the original and is modern, possibly 1970s/80s. The removal and replacement of the existing door with the proposed 'stable door' is acceptable as the design of the proposed door is neither considered to detract from the character of the Registered Building nor the Conservation Area within which it sits.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
