Description of required roads in Grandstand Paddock "C" February 2010
The issues of access into the lower Grandstand Paddock ("C") became very high profile during the 2009 MGP following a sustained period of heavy rain. Subsequently, a political undertaking was given to address the issues. In order to allow access for TT and Manx Grand Prix competitors camping in Paddock C, the Department of Tourism and Leisure wish to create permanent roads which will be wholly contained within Noble's Park and will not access the highway, other than an emergency (only) access gate (see appendix 3, below). A plan of the area is shown at appendix 1.
Problems with emergency service access were highlighted two years ago when an ambulance attending a call out became stuck. The fire service rescue vehicle called to recover the ambulance also got stuck.
There is an existing track, which has been used for both TT and MGP for more than ten years (see Appendix 2). There is an obligation to reinstate it due to damage caused in MGP 2009. The track was the focus of the issues caused by the rain in MGP 2009. It is approximately 150 m long and runs behind the petrol pumps to the lower Paddock exit (existing campsite road) opposite the Police HQ.
There is a requirement to create another road, approximately 220 m long which will loop down into the lower area of Paddock "C" (see appendix 3). A short link from this will lead to the lower vehicle gate onto Dukes' Avenue to create an emergency access route. Note; this will NOT be used as a means of access into/out of the Paddock areas.
The outer edge of the lower loop will be 1.5 m from a line drawn through the Power Master points on three sides. The dimensions of the "island" created will be $53 \mathrm{~m} \times 32 \mathrm{~m}$
The roads will be 5 m wide, constructed from type 1 road stone topped with road planings and bounded by gravel boards ( $9^{\prime \prime} \times 5^{\prime \prime}$ ) to retain the loose material. The road stone will be specified by Department of Transport engineers and may be supplied by the contractor, or Department of Transport. The planings will be supplied by Department of Transport.
Any excavated material will be piled adjacent to the area known as Paddock "D", to be designated by Douglas Corporation, who have expressed a requirement for it to complete the building of the BMX track in Noble's Park.
The contractor will be required to supply the approved membrane and gravel boards to retain the road materials.
In order to minimise consequential damage to the surrounding camping areas, the contractor will be required to work within the area of construction. No vehicles or plant will be permitted to drive across grassed areas which are not being excavated.
The cost of the works will be met from the Department of Tourism and Leisure Capital Works budget.
The proposed construction will be an interim measure and may be upgraded to accept an asphalt wearing course in conjunction with designated individual pitch hard standing and measures to address drainage issues (the latter two points subject to a separate planning application) at a future date.
