{{table:441024}} The following applications have been considered in respect of this site: PA 00/0870 - siting of an oil tank - permitted PA 06/1432 - erection of an extension to the rear of the church, creation of a lych gate and churchyard store - permitted on appeal ## The Proposal Now proposed is an amendment to the extension part of the scheme. The approved extension took the form of a detached building linked to the church by a glazed structure. After this was costed, the church was not in a position to be able to afford the works and as such the proposal to create additional space has been modified to take the form of a detached building which involves no change to the existing structure, the creation of overall less new floorspace and the provision of a larger disabled person's toilet facility. The approved scheme involved the creation of a grass roof on the extension as it would have been visible to those within the church. As this will no longer be visible to those crossing the existing staircase, the grassed roof has now been omitted from the scheme and the roof is to be finished in fibreglass. The walls are to be finished in natural stone with relocated gravestones attached to the external walls with brackets. ### Representations Department of Transport Highways and Traffic Division indicate that they do not object to the application Malew Parish Commissioners indicate that they do not oppose the application The Manx Electricity Authority indicate that there are underground or overhead electricity supplies near the site and that liaison should be undertaken with them. This is a matter for correspondence between the MEA and the applicant and should not be referred to in the planning decision notice. ### Assessment ### Conservation Officer'S Supplementary Report: As Malew Church is a Registered Building (RB 256), the content of this application has been considered with particular regard to Policy RB/5 ALTERATIONS AND EXTENSIONS as set out within Planning Policy Statement 1/01- Policy and Guidance Notes for the Conservation of the Historic Environment of the Isle of Man. This scheme is to all intents and purposes, that that was approved under application 06/01432/B with the relatively minor alteration of the omission of the glazed link meaning that this building is truly detached. To recap, in the design of the extension, the designer has sought to draw on the material use in the graveyard, namely the random rubble walling. This is a bold statement, but one that clearly draws on its surroundings and therefore has sound reasoning. Although larger in plan, the effective eaves height is slightly higher than the existing, but being flat roofed, the overall effect is not overpowering. This amended proposal also retains the existing stair access within the church to the first floor. Given the location of the extension, it should not be visible from the A3 which leads to Castletown past Great Meadow but may be visible from A7 Douglas Road when heading through Cross Fourways towards Ballasalla. It is not considered to be a detrimental addition to the church. Quite to the contrary, it is considered that the extension shows the development of the church and is an external indication of the thriving congregation in these times of diminishing numbers of church attendances. I recommend approval of these proposals. PARTY STATUS The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status. The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance. The Manx Electricity Authority rse issues which are not material planning considerations and as such should not be afforded party status in this instance. ## Recommendation Recommended Decision: Permitted Date of Recommendation: 06.05.2010
