The Application Site And Proposed Development
The application site comprises the residential curtilage of a detached dwelling that is located on Scholague Road.
The proposed development comprises the erection of a replacement sunroom extension on the rear of the dwelling.
Planning History
Whilst the application site has been the subject of a number of previous planning applications it is considered that none of these are specifically material to the assessment of this current planning application.
Representations
Onchan District Commissioners recommend that the planning application be approved.
Planning Policy
In terms of local plan policy, the application site is located within a wider area of land that is designated as open space under the Onchan Local Plan. As the application site contains an existing dwelling it is considered reasonable to view the property as an existing detached dwelling in the countryside.
In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered specifically material to the assessment of this current planning application. Housing Policy 15 states:
"The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally)."

The planning application seeks approval for the erection of a replacement sunroom extension on the rear of the dwelling.
The proposed sunroom replaces an existing flat roof extension of somewhat poor form with an extension of similar dimensions with greater level of design detailing. The level of increase in floorspace is negligible and its does not unduly harm public amenity, private amenity or highway safety.
It is recommended that the planning application be approved.
