The application site represents the curtilage of 15 Windsor Road, Ramsey which is part of a pair of two storey semi-detached town houses. The property is situated to the northern side of Windsor Road and west of Bay View.
The application site is within an area recognised as being an area of 'predominately residential use", under the Ramsey Local Plan. The site is not within Ramsey Conservation Area, nor a Registered Building.
The following policies are therefore considered relevant in the consideration of this application:

This application seeks approval for the erection of a kitchen extension to rear elevation. Currently there is a rear lean to extension which would appear to be in a poor state of repair. The proposal would replace this existing lean-to, on the same footprint and very similar dimensions and height.
Ramsey Commissioners:- "No objection." The Authority has received no other privately written representations objecting to the application.
The proposal is a very minor alteration which will have no adverse impact upon the neighbouring residential amenities. Additionally the proposal, whilst not apparent from public view, would improve the appearance of the existing property.
In conclusion, it is recommended that the planning application be approved on the planning policy grounds that the proposed development would be acceptable to the Isle of Man Strategic Plan (June 2007).

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the erection of a kitchen extension to rear elevation as proposed in the submitted documents and drawings 09 0633/1 and 09 0633/2 all received on 13th January 2010.
C 3. The external finishes of the extension must match those of the existing building in all respects. Noted, the carpenger relates solely to the application for the kitchen extension shown on drawings 09/0633/1 and 09/0633/2. However both the plan prior to the conversion of the existing garage to living accommodation and prior to I confirm that this decision accords with Government Circular No 09/09 Delegation of functions, 10/09 Delegation of Functions (Development Procedure), GC No 11/09 (Advertisements) and GC No 12/09 (Registered Buildings) all to the Senior Planning Officer Plan on 09/0633/2.
