Environment Policy 35
Policy requires that within Conservation Areas, only development preserving or enhancing the character/appearance will be permitted, protecting special features from inappropriate development. The officer applied this to the change of use, noting no physical alterations proposed; the key test was acceptability of the yoga facility replacing retail. It was found compliant as ensuring the property remains 'in use and the area remains vibrant and active', avoiding vacancy that could harm character.
