Environment Policy 1
Protects countryside (land outside settlements or not designated for development) from developments causing adverse effects unless overriding national need and no alternative. The marquee was exceptionally permitted as temporary for special dog training needs, likened to equestrianism, with prior assessments finding no unacceptable harm due to visual integration.
Environment Policy 21
Prohibits buildings for animal care in countryside if detrimental to character/appearance in siting, design, size or finish; requires form/materials reflecting purpose.
