General Policy 2
GP2 permits development in residential zoning if it respects site/surroundings in siting/layout/scale/form/design, does not adversely affect amenity of local residents (para g), and meets other tests. Officer found visual/scale acceptable but failed para g due to significant amenity harm to No.5 kitchen (loss of light/overbearing), tipping balance to refusal despite okay street scene.
Neighbours from No 3 and No 5 Mount View Terrace and Onchan District Commissioners objected to planning application 12/01445/B due to concerns over loss of light, privacy, structural damage, access issues, and overdevelopment.
Key concern: overintensive development out of keeping with terrace, loss of light and privacy to neighbours

ObjectionWe are concerned that during demolition our property could be damaged or suffer movement as they would be excavating below our foundations and the walls are stone and earth.; Proposed gable and high pitched roof only 300mm away from our window, this will restrict light and make our landing and stairs dark.; We have lived in our home for 40+ years and have enjoyed how sunny and light the house is. We feel the proposed extension will spoil this and be very intrusive, and out of keeping and over development in a terrace of 100 year old cottages.

ObjectionThe balcony would permit unrestricted view into the kitchen and bathroom of No5.; Being three storeys high, would severely restrict the natural light to the kitchen rear bedroom and bathroom of No5.; The Development appears to be over intensive use of the site, and out of keeping with the appearance of the rest of the rear elevation of Mount View Terrace.
Onchan District Commissioners
ObjectionThe proposals are overintensive and do not respect the site and surroundings in terms of the scale and design. It is also likely to adversely affect the amenity of local residents.; The Commissioners are minded to consider a two storey extension to be more appropriate.
