PLANNING OFFICER REPORT AND RECOMMENDATIONS Application No.: Applicant: Proposal: Site Address: 14/00821/D Mrs Nicola Marshall Erection of advertising signage Milbourn House 13 St Georges Street Douglas Isle Of Man IMl lAJ Case Officer: Photo Taken : Site Visit: Expected Decision Level : Officer Delegation Miss Melissa McKnight Officer's Report 1.0 THE APPUCATION SITE The application site is the curtilage of 13 St Georges Street, a two storey end terraced dwelling located on the south western side of St Georges Street in Douglas, The application site sits on a corner plot with Georges Terrace to the south east of the building. 1.1 To the south east of the application site is Samuel Harris House, a tall modern building, The north eastern side of St Georges Street is predominantly made up of a row of four storey terraced buildings. The majority of buildings are identified by the way of door plaques. The application site building currently has a vinyl board above the door outlining the business operating in the unit. 1.2 2.0 THE PROPOSAL Advertisement consent is sought for the installation of two signs on the south east 2.1 corner (front elevation) and one sign on the north east side elevation. 2.2 The sign above the door would be individual black Perspex lettering measuring 250mm in height. The sign in its entirety would have a length of just less than 2.6 metres. The sign on the north east elevation would also be individual black Perspex lettering measuring 250mm in height. The sign in its entirety would have a length of just less than 1,2 metres and total height of just less than 1.1 metres. 2.2 The door plaque would be erected next to the front door and would be erected just less than 1.4 metres above ground level. The sign would be timber and would show the nature of the business and address. The sign in its entirety would measure 300mm tall and 250mm wide. 2.3 3.0 PLANNING HISTORY The application site was granted planning approval in 2014 for the change of use of existing ground floor office accommodation to a hairdressing salon, to which the proposed signage reiates, under PA 14/00051/C. planning application. 4.0 PLANNING POUCY The application site is within an area zoned as "Predominantly Offices" on the Douglas Local Plan Order 1998 Map No. 1 (Central Area). 4.1 In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains three policies that are considered specifically relevant to the assessment of this current planning application; 4.2 General Policy 2 states: "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development: is in accordance with the design brief in the Area Plan where there is such a brief; respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; does not affect adversely the character of the surrounding landscape or townscape; does not affect adversely the amenity of local residents or the character of the locality; (a) (b) (c) (d) General Policy 6 states: "Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they; are of a high standard of design and materials and relate well to the building and site on which they are to be displayed; are in keeping with and do not detract from the surrounding area; and are located so as not to cause a highway safety hazard." (a) (b) (c) General Policy 7 states: "Within our towns and villages, the display of external advertisements on sites or buildings other than those to which they relate will not generally be permitted." 5.0 REPRESENTATIONS Douglas Borough Council has no objection to the current planning application. 5.1 The Department of Infrastructure Highway Services do not oppose the planning 5.2 application. 6.0 ASSESSMENT The main issues to consider in the assessment of this planning application are the impacts of the installation of the proposed lettering on the appearance of the existing building and character and quality of the street scene of St Georges Street. 6.1 It is considered that the proposed signage above the front door on the corner of the building would be an improvement over the existing signage. Currently in place is a white wooden board that is not as aesthetically pleasing as the individual stainless steel black coloured lettering. Although this signage above the door is fairly simplistic in appearance, it is considered to be of a high quality in terms of materials and the design of the signage and as such is deemed acceptable. 6.2 The proposed timber door plaque would not be of overly high quality but would be fairly plain and unobtrusive and is considered acceptable in terms of its impact on visual amenity, 6.3 15 August 2014 14/00821/D Page 2 of 4

6.4 There are concerns regarding the north east side elevation signage. The other buildings along St Georges Street have just door plaques advertising and naming the business operating from the premises and thus the street scene is fairly plain with the facades of the buildings clear of any other forms of signage. 6.5 Whilst the application site would be the only building along the terrace and St Georges Street as a whole to have advertising on the main elevation in this form, the wall at present is a blank wall and the signage proposed under this scheme would add a feature to a lacklustre part of the building. On assessment, the sign is judged acceptable in this location and the materials are deemed appropriate and of a high quality suitable for St Georges Street. 8.0 RECOMMENDATION 7.1 Overall, it is concluded that the proposed signage is in accordance with the provisions set out in General Policy 2, 6 and 7 of the Isle of Man Strategic Plan 2007 and as such it is recommended that advertisement consent is granted. 8.0 INTERESTED PERSON STATUS In line with reguiation 9(5) of the Control of Advert Regulations 2005, the following Persons are considered to have sufficient interest in the subject matter of the application to take part in any subsequent proceedings relating to the application: the applicant or, if there is one, the applicant's agent; the owner and occupier of the land the subject of the application; Highway Services, and the Local Authority in whose district the land the subject of the application sits. 8.1 Recommendation Recommended Decision: Permitted Date of Recom mendation: 15.08.2014 Conditions and Notes for Approvai / Reasons and Notes for Refusai C : Conditions for approval N : Notes attached to conditions R ; Reasons for refusal O : Notes attached to refusals C 1.
