PLANNING OFFICER REPORT AND RECOMMENDATIONS Application No.: Applicant: Proposal: Site Address : 14/00707/B Mrs Constance Brenda Crompton Erection of a timber iean-to shed (retrospective) 6 Rheast Bridson Peei Isie Of Man IMS IJF Case Officer: Photo Taken : Site Visit; Expected Decision Level: Miss Laura Davy 24.06.2014 24.06.2014 Officer Deiegation Officer's Report 1.0 THE SITE 1.1 The appiication site is the curtiiage of 6 Rheast Bridson, Peel which is a detached bungaiow which is situated at the end of the cui-de-sac. The bungalow is orientated on a diagonai in reiation to the neighbouring property 5a. The side elevation of 5a iooks out onto the application site. 1.2 One side of the bungaiow has a single storey flat roof garage which 5a looks on to, and the other side has a single storey extension which is situated iower than the ridge line of the main dwelling. 2.0 THE PROPOSAL 2.1 The application seeks retrospective approvai for the erection of a timber shed on the side eievation of the singie storey garage. The shed wouid measure approximateiy 1.6m in width and approximately 2.5m in iength. The shed wouid have a iean-to fibre-glass roof and the shed wouid be finished with shipiap stained weatherboarding with doubie doors to the front. 3.0 PLANNING HISTORY 3.1 There are no recent previous appiications for the site. 4.0 DEVELOPMENT PLAN POLICIES 4.1 The appiication site is within an area zoned as "Predominantly Residential" identified on the Peei Locai Pian 1989. Given the nature of the application it is appropriate to consider General Policy 2 of The Isie of Man Strategic Pian (20th June 2007). 4.2 Generai Poiicy 2 Development which is in accordance with the iand-use zoning and proposals in the appropriate Area Pian and with other poiicies of this Strategic Plan will normally be permitted, provided that the deveiopment: b) respects the side and surroundings in terms of the siting, iayout, scale, form, design and iandscaping of buiidings and the spaces around them; c) does not affect adverseiy the character of the surrounding iandscape or townscape; g) does not affect adverseiy the amenity of iocai residents or the character of the iocaiity. 5.0 CONSULTATIONS 5.1 Owner/occupier of 5a Rheast Bridson, Peei as they feel that it is visuaily overbearing and an intrusive eiement in close proximity to their property, they also feel that there is a loss of light from the structure. 18 July 2014 14/00707/B Page 1 of 3

5.2 Peel Commissioners recommend approval. 6.0 ASSESSMENT 6.1 The application seeks approval for the erection of a timber shed. The main issues to consider in the assessment of the application are the impacts upon the character and appearance of the property and street scene in general and the impacts upon the amenities of the neighbouring properties. 6.2 The shed is modest in size in relation to the main dwelling and is not particularly dominant when viewed from the public thoroughfare, Whilst the shed is visible in the street scene it is considered that it does not have an adverse impact upon the character and appearance of the property or street scene in general. It is judged that the proposed shed respects the existing property and street scene. 6,3 The shed has been erected on the side elevation of the garage which is the elevation closest to 5a Rheast Bridson. The shed is approximately 1.2m from the shared boundary and approximately 2.2m from the kitchen window of 5a. The shed is approximately 2.1m in height at its highest point. 6.4 If previous sheds had not been erected within the curtilage of the site, the proposed shed would fall under the Permitted Development Order in terms of its size, height and proximity to the boundary. The shed would not be any closer to the kitchen window than the corner of the existing garage. The outlook from the kitchen window is on to the side elevation of the garage whilst the view from the window has changed it is considered that this would not have a detrimental impact upon the outlook from the kitchen. 6.5 The shed would be just over 2m from the kitchen window it is not of such a height that would result in the undue loss of light or appear unduly overbearing. Under Permitted Development the applicant or the owner/occupier of 5a could erect a 2m high fence between the properties which would have a similar impact to that of the proposed shed. 6.6 For the above reasons the application is considered to be acceptable and is recommended for approval. 7,0 PARTY STATUS 7,1 In line with Article 6(4) of the Town and Country Planning (Development Procedure)(No2) Order 2013, the following Persons are considered to have sufRcient interest in the subject matter of the application to take part in any subsequent proceedings relating to the application: the applicant or, if there is one, the applicant’s agent; the owner and occupier of the land the subject of the application and the Local Authority, Peel Commissioners in whose district the land the subject of the application sits. 7.2 In line with Article 6(3) of the Town and Country Planning (Development Procedure)(No2) Order 2013 and paragraph 2(1) of Government Circular No. 01/13, the following persons who have made representation to the planning application are considered to have sufficient interest in the subject matter of the application to take part in any subsequent proceedings relating to the application:
