The site relates to the ground floor only which has recently had approval for change of use to a hot/cold food takeaway. 2,0 THE PROPOSAL 2.1 The application seeks approval for the erection of advertising signage to the front elevation of the building. The background would be constructed of di-bond aluminium with individual flat cut acrylic letters which will be mounted approximately 1 Inch from the back board. 3.0 PLANNING HISTORY 3.1 The following previous application is considered to be specifically material in the assessment of the current application: PA 14/00098/B Conversion from office/retail to hot/cold food takeaway - approved 4.0 DEVELOPMENT PLAN POLICIES 4.1 The application site is within an area zoned as "Area of Predominantly Shopping Use" identified on the Douglas Local Plan 1998. It is also within the "Athol Street/Victoria Street Conservation Area. Given the nature of the application it is appropriate to consider Environment Policy 37 of the Isle of Man Strategic Plan (20th June 2007). 4.2 Environment Policy 37 As a general policy, advertisements within Conservation Areas will be permitted only if: The proposal preserves or enhances the Conservation Area; The signage is in a style appropriate to the character of the area; Traditional materials and finishes are used and glossy and highly reflective materials are excluded from proposals; and Internally illuminated box fascia and projecting box signs are excluded from the i) ii) iii) iv) proposals. 5.0 CONSULTATIONS 5.1 Highway Services of the Department of Infrastructure do not oppose. 6.0 ASSESSMENT 14/00225/D Page 1 of 3 16 May 2014

6.1 The application seeks approval for the erection of advertising signage on the front elevation of 16 Victoria Street. The main issues to consider in the assessment of the application are the impacts upon the character and appearance of the Conservation Area and the impacts upon highway safety, 6.2 The proposed signage would be erected on the front elevation of the property. The signage would comprise of individual letters which would be constructed of flat cut acrylic and would be mounted approximately 1 inch away from the wall. It is considered that the proposed signage would be of a style appropriate in the conservation area. Whilst the materials would not be of a particularly high quality, it is judged that the design and appearance would be acceptable. 6.3 The signage is fairly bright in terms of colour, but is felt to be acceptable in terms of its size. It is judged that the proposed signage would not have an unacceptable impact upon highway safety and is considered to make a positive contribution to the character, appearance and vibrancy of the Athol Street/Victoria Street Conservation Area. 6.4 For the above reasons the application is considered to be acceptable and is recommended for approval. 7.0 PARTY STATUS 7.1 The local authority, Douglas Corporation is, by virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, paragraph 6 (4) (e), considered an "interested person" and as such should be afforded interested person status. 7.2 The Highway Services of the Department of Infrastructure is, by virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, paragraph 6 (4) (d), considered an "interested person" and as such should be afforded interested person status.
