The view from the street, which slopes down in a southerly direction, to the south is across Douglas Bay, although Belgravia Road is set perpendicular to the sea and therefore enjoys no such views, Belgravia Road is a residential street comprising (to the west) a small terrace of red brick and mock Tudor double-storey dwellings with bay windows at both storeys, and (to the east) a terrace of white-rendered, three storey dwellings. Further up the western side of Belgravia Road are detached and semi-detached dwellings of varying sizes, styles and ages. All the dwellings are set back from the highway and have grey slate roofs. Two large apartment buildings (Kensington Palace Apartments and Belgravia Court) sit at the corners where the street joins Imperial Terrace to the south. 1.0 1.1 1.2 Number 13 is an end terrace of six of the aforementioned small terrace, which borders Bay View Road to the rear. 1.3 2.0 THE PROPOSAL 2.1 Approval is sought for the removal of two chimney stacks to the northern gable end wall of the property. 3.0 PLANNING HISTORY 3.1 There are no previously planning applications which are considered relevant in the determination of this application. 4.0 DEVELOPMENT PLAN POLICIES The site is designated within an "Area of Predominantly Residential Use" under the 4.1 Onchan Local Plan 1998. The site is not within a Conservation Area. In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered specifically material to the assessment of this current planning application: 4,2 General Policy 2 state; "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development: (a) is in accordance with the design brief in the Area Plan where there is such a brief; 4.3 14/00539/B Page 1 of 3 9 June 2014

respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; does not affect adversely the character of the surrounding landscape or townscape; does not adversely affect the protected wildlife or locally Important habitats on the site or adjacent land, including water courses; does not affect adversely public views of the sea; incorporates where possible existing topography and landscape features, particularly trees and sod banks; does not affect adversely the amenity of local residents or the character of the locality; provides satisfactory amenity standards in itself, including where appropriate safe and convenient access for all highway users, together with adequate parking, servicing and (b) (c) (d) (e) (f) (g) (h) manoeuvring space; does not have an unacceptable effect on road safety or traffic flows on the local (i) highways; a) can be provided with all necessary services; does not prejudice the use or development of adjoining land in accordance with the appropriate Area Plan; is not on contaminated land or subject to unreasonable risk of erosion or flooding; (m) takes account of community and personal safety and security in the design of buildings and the spaces around them; and is designed having due regard to best practice in reducing energy consumption." (k) (I) (n) Policy O/RES/P/21 of the written statement (Planning Circular 1/2000) that accompanies the Onchan Local Plan states: "Extensions and alterations to existing residential property will generally not be opposed where such proposals are appropriate in terms of scale, massing, design, appearance and impact on adjacent property." 4.4 5.0 CONSULTATIONS 5.1 Onchan Parish Commissioners recommend the application be approved. ASSESSMENT Chimneys can add to the character and interest of the property and their removal can sometimes raise concern. In this case the proposal would be to remove the existing two gable end chimneys. 6.0 6.1 The existing property is an attractive and the chimneys does add to the character of the property, however, its loss would not significantly affect the visual appearance of the individual property or the street scene to warrant a refusal. 6.2 7.0 RECOMMENDATION 7.1 Overall, it is considered the proposal would comply with the Isle Of Man Strategic Plan therefore it is recommended that the application be approved. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. To comply with article 14 of the Town and Country Planning (Development Reason: Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals. C2. All work of making good shall be finished to match exactly the existing building fabric in respect of type, size, colour, bond, pointing, coursing, jointing, profile and texture. Reason: In the interests of the character and appearance of the site and surrounding area. This approval relates to the submitted documents all received on 1st May 2014.
