The independent Inspector identified two key issues: the acceptability of office use on the Railway-designated site, and parking/access adequacy.
General Policy 2
Requires development to provide adequate parking and avoid unacceptable impacts on road safety/traffic flow (parts h and i). Assessed against proposed 5 office spaces + undefined station parking vs required 17-18 for 264m² out-of-town offices; failed due to shortfall likely causing on-street parking near level crossing.
Transport Policy 7
Requires parking provision meeting standards and no unacceptable effects on road safety/traffic flows. Inspector found non-compliance due to inadequate spaces for offices/railway, risking highway parking detrimental to safety near Station Road level crossing.
Transport Policy 3
New development on/around rail routes must not compromise attraction as tourism/leisure facility or public transport potential. Found compliant as proposal retains operational facilities, involves limited internal alterations, does not affect tracks/platform, and successive applications indicate surplus railway space.
