PLANNING OFFICER REPORT AND RECOMMENDATIONS Application No.: Applicant: Proposal: Site Address : 14/00611/B Mr Keith Burgess Erection of a front porch to dwelling 71 Greenlands Avenue Ramsey Isle Of Man IMS 2PQ Mr Chris Balmer Case Officer: Photo Taken : Site Visit: Expected Decision Level: Officer Delegation Officer's Report 1.0 SITE 1.1 The site represents the residential curtilage of 71 Greenlands Avenue, Ramsey which is a semi-detached dormer bungalow located to the north-eastern side of Greenlands Avenue. PLANNING POLICIES The application site is within an area of 'predominantly residential use' under the Isle of Man Planning Scheme (Ramsey Local Plan) (No. 2) Order 1998, hereafter referred to as the Ramsey Local Plan. The site is not within a Conservation Area. 2.0 2.1 Due to the zoning of the site and the proposed works the following policies are relevant in the determination of the application:- 2.2 General Policy 2 states; "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development: is in accordance with the design brief in the Area Plan where there is such a brief; respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; does not affect adversely the character of the surrounding landscape or townscape; does not adversely affect the protected wildlife or locally important habitats on the site or adjacent land, including water courses; does not affect adversely public views of the sea; incorporates where possible existing topography and landscape features, particularly trees and sod banks; does not affect adversely the amenity of local residents or the character of the locality; provides satisfactory amenity standards in itself, including where appropriate safe and convenient access for all highway users, together with adequate parking, servicing and 2.3 (a) (b) (c) (d) (e) (f) (9) (h) manoeuvring space; does not have an unacceptable effect on road safety or traffic flows on the local (i) highways; (j) can be provided with all necessary services; (k) does not prejudice the use or development of adjoining land in accordance with the appropriate Area Plan; (l) is not on contaminated land or subject to unreasonable risk of erosion or flooding; (m) takes account of community and personal safety and security in the design of buildings and the spaces around them; and (n) is designed having due regard to best practice in reducing energy consumption." 14/00611/B 10 luly 2014 Page 1 of 3

3.0 PUNNING HISTORY 3.1 The previous planning application is considered relevant in the assessment and determination of this application:- 3.2 Erection of extensions to dwelling house and creation of additional off road parking - 10/00606/B - REFUSED Extensions to dwelling and creation of additional off road parking - 10/01128/B - 3.3 APPROVED 4.0 PROPOSAL The application seeks approval for the erection of a single storey porch to the front elevation, The proposal would have a front projection of 1,6 metres, a width of 2.2 metres and a maximum height of 3,3 metres. 4.1 5.0 REPRESENTATIONS 5.1 DOI Highway Services do not oppose 5.2 The Ramsey Commissioners have no objection. 6.0 ASSESSMENT 6.1 The main issues with the proposal are whether the scheme would have an acceptable impact upon the visual amenities of the street scene and to the individual property. The proposal would replicate similar sized and styled porches which can be found through the housing estate. Overall, It is considered the proportion, form, design and finish of the porch extension is appropriate to the existing property and would have little or no visual impact upon the street scene. 6.2 7.0 RECOMMENDATION 7.1 For these reasons the proposal is considered to comply with the relevant polices of the Strategic Plan and therefore recommended for an approval. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. To comply with article 14 of the Town and Country Planning (Development Reason: Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals. This approval relates to Drawings reference number 14MMB0501PA all received on 19th May 2014.
