Environment Policy 33
Requires change of use of Registered Buildings only if appropriate and alterations not detrimental to special architectural/historic character. Officer confirmed office use appropriate, ramps acceptable externally, and internal fire/electrical works minimal/intrusive-free via meetings with Building Control/Conservation Officers.
Mixed Use Proposal 4 (Area Plan for the South)
Presumption in favour of retaining residential on upper floors in Mixed Use areas of Castletown. Overridden as building's single-unit layout precludes vertical subdivision without harmful internal changes; consistent office use throughout preferred to preserve integrity.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
do not oppose the application
Manx National Heritage and Highways Division raised no objections to the change of use but MNH requested conditions to protect historic fabric; neighbour and Castletown Heritage expressed concerns about loss of residential use and preservation of architectural features.
Key concern: potential internal alterations affecting historic fabric of Registered Buildings
Manx National Heritage
Conditional No ObjectionWe are not opposed to the proposed change of use of these buildings.; We would therefore request the application of suitable conditions to safeguard against such works being undertaken without the knowledge and advice of the Building Conservation Officer.

ObjectionCastletown Heritage has concerns about the proposals within this planning application.; Whilst this is an important factor, it is even more important that whatever the use, the architectural integrity of the building, including its internal features, remains intact.; We would also stress most strongly that it would be inappropriate to change the character of the building in a way that is detrimental to the architectural integrity.

ObjectionI thought it was a happy change when 6 and 6a returned to residential use and hope it will continue to be: Mr. Rosen took great care to retain and refurbish all the Georgian and Victorian features.; If it is impossible for it to continue as a residence, it would still be important for the owners to retain all these features.; The more people who live in The Parade, the less the centre of Castletown will become to prey to burglary and vandalism.
Conditions requested: retain all Georgian and Victorian features; if not residential, owners made to look after features; consider use as residential flats
