Housing Policy 15
Requires extensions to traditional countryside properties to respect proportion, form and appearance of existing building; only exceptionally permits >50% floorspace increase. Officer assessed the 200% increase as exceptional due to high-quality contemporary design blending with woodland via lightweight materials/glazing, clear old/new separation, site's screening and renovation benefits, without dominating the traditional house or countryside.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Landscaping scheme
No development shall be commenced until a hard and soft landscaping scheme has been submitted to and approved in writing by the Planning Authority. Such a scheme shall include details of all walls, fences, trees, hedgerows and other planting which are to be retained; details of all new walls, fences and other boundary treatment and finished ground levels, the location of grassed areas and details of the hard surface treatment of the open parts of the site, and a programme of implementation. All planting shall be carried out in accordance with the approved details. The works shall be carried out prior to the occupation of any part of the development or in accordance with the programme agreed in writing with the Planning Authority. Any trees or plants indicated on the approved scheme which, within a period of five years from the date of planting, die, are removed or become seriously damaged or diseased shall be replaced during the next planting season with other trees or plants of a species and size to be first approved in writing by the Planning Authority. Reason: To ensure the provision of an appropriate landscape setting to the development.
Parking and turning
The development hereby approved shall not be occupied or operated until the parking and turning areas have been provided in accordance with the approved plans. Such areas shall not be used for any purpose other than the parking and turning of vehicles associated with the development and shall remain free of obstruction for such use at all times. Reason: To ensure that sufficient provision is made for off-street parking and turning of vehicles in the interests of highway safety.
Windows to existing dwelling
All new windows to the existing dwelling shall be painted wood, double hung vertical sliding sashes with joinery details to match the originals, where existing, and shall be retained as such. Reason: To ensure the satisfactory preservation of the building.
Materials approval
No development shall commence until a schedule of materials and finishes and samples of the materials to be used in the construction of the external surfaces, including roofs, have been submitted to and approved in writing by the Planning Authority. The development shall not be carried out unless in accordance with the approved details and retained thereafter. Reason: In the interests of the character and appearance of the site and surrounding area.
Access alterations
The proposed alterations to the access and the traffic mirrors shall be installed prior to construction work commencing on site and shall be retained and maintained in perpetuity. Reason: In the interest of road traffic safety.
