PLANNING OFFICER REPORT AND RECOMMENDATIONS Application No.: Applicant: Proposal : Site Address : 14/00523/B Bishops Barrows Charity Erection of a canopy over existing playground The Buchan Pre Prep Arbory Road Castletown Isle Of Man IM9 IRD Case Officer: Photo Taken : Site Visit: Expected Decision Level : Officer Delegation Miss Laura Davy Officer's Report 1.0 THE SITE 1,1 The application site is the curtilage of The Buchan, Arbory Road, Castletown which is an education establishment which includes a primary school, nursery and pre-school. There are a number of buildings on site; the building which is the subject of this application is the Pre- Prep building which is sited in the northern area of the site. This is a two storey building with a playground area to the front of it. 1.2 To the north of the Pre-Prep building is a residential estate, the closest of these properties is approximately 20m from the side elevation of the building. 2,0 THE PROPOSAL 2.1 The application seeks approval for the erection of a canopy above the entrance which would be supported by four supporting poles. The sides would be glazed; the canopy would be brightly coloured polycarbonate panels. 3,0 PLANNING HISTORY 3,1 There are a number of previous planning applications none of which are considered to be specifically material in the assessment of the current application. 4,0 DEVELOPMENT PLAN POLICIES 4,1 The application site is within an area zoned as "Primary School" identified on The Area Plan for the South 2013. Given the nature of the application it is appropriate to consider General Policy 2 of the Isle of Man Strategic Plan (20th June 2007). 4.2 General Policy 2 Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development: b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; c) does not affect adversely the character of the surrounding landscape or townscape; g) does not affect adversely the amenity of local residents or the character of the locality; 5.0 CONSULTATIONS 5.1 No comments were received 14/00523/B 9 June 2014 Page 1 of 3

6.0 ASSESSMENT 6.1 The application seeks approval for the erection of a canopy above the front entrance. The main issue to consider in the assessment of the application is the impact upon the character and appearance of the property and the impact upon the amenities of the residential properties which are to the north of the building. 6.2 The proposed canopy would be installed just above the entrance to the Pre-Prep building; it would be approximately 2.9m at its highest point. The canopy would be brightly coloured which is considered to be in keeping with the property and would be appropriate for its use. 6.3 The proposed canopy would provide undercover shelter for children using the soft play area during adverse weather. 6.4 The canopy would be approximately 20m from the closest residential property which is considered to be a sufficient distance from the neighbouring properties. Given that the canopy would be 2.9m in height at its highest point and would be a some distance from the rear of the dwellings it is considered that the proposed canopy would not appear overbearing or result in the loss of light to the properties. 6.5 For the above reasons the application is considered to be acceptable and is recommended for approval. 7.0 PARTY STATUS 7.1 The local authority, Castletown Commissioners are, by virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, paragraph 6 (4) (e), considered an "interested person" and as such should be afforded interested person status.
