General Policy 3
Permits essential agricultural buildings outside development zones. Officer confirmed justification established per exception (f), supported by APM evidence of hay storage need.
Environment Policy 1
Protects countryside unless overriding need outweighs protection and no alternative. Agricultural need outweighed general policy against countryside development, with acceptable impacts.
Environment Policy 14
Restricts loss of Classes 1-2 agricultural land unless overriding need. Site is Grade 3, so not presumed against; no permanent loss as no base proposed.
Environment Policy 15
Requires agricultural buildings sited near existing groups, appropriate in scale/form/materials, sympathetic to landscape. Proposal sited adjacent existing barn, dark green roof camouflages, open sides reduce impact, scale fits farm complex.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Removal if no longer agricultural
The agricultural building hereby approved shall be removed and the ground restored to its former condition in the event that it is no longer used or required for agricultural purposes. Reason: The building has been exceptionally approved solely to meet agricultural need and its subsequent retention would result in an unwarranted intrusion in the countryside.
Agricultural use only
The building must be used only for agricultural purposes.

proposed investment offers many agricultural attractions; hay storage need justified as indoor storage reduces waste and hay sales contribute significantly to business
DEFA supports the erection of the agricultural building as a sound financial investment for the farm, and Highways Division does not oppose the application.
DEFA
SupportFrom an Agricultural prospective the provision of a building of this scale represents a sound financial investment.; the proposed investment offers many agricultural attractions. Lough Dhoo will be able to maintain and expand the sale of high quality Hay.; The reduced wastage from the stored straw currently used on the farm will mean there is more straw available for sale. Both of these will increase the viability of the business.
