PLANNING OFFICER REPORT AND RECOMMENDATIONS Application No. : Applicant: Proposal ; Site Address : 14/00152/D Centenary Centre Erection of illuminated signage Centenary Centre Athol 1 Street Peel Isle Of Man IMS IHQ Case Officer: Photo Taken : Site Visit: Expected Decision Level : Officer Delegation Miss Laura Davy Officer's Report 1,0 THE SITE 1.1 The application site is the curtilage of the Centenary Centre, Atholl Street, Peel which is a community facility situated in the centre of Peel, The building is situated to the eastern side of the highway, 2.0 THE PROPOSAL 2,1 The application seeks approval for the erection of three signs displaying the name of the building. The largest of the three signs would be displayed on the front elevation it would measure approximately 2160mm x 915mm. The two other signs would measure approximately 1525mm x 760mm, the two signs would be erected on the side elevations. The signage would be clear acrylic with black vinyl lettering; the signage would be erected using aluminium fixings which would stand 25mm from the wall. 2.2 Also proposed is the installation of LED strips below the signage, these strips have a slimline profile and would give a backlit wall wash effect. 3.0 PLANNING HISTORY 3.1 There following previous applications are considered relevant in the assessment of the current application: PA 03/00668/B Extension to provide toilet facilities - approved PA 08/01802/B Erection of an extension and access ramp to front elevation - approved PA 09/00471/B Installation of a lantern type roof light - approved PA 11/00306/B First floor extension to building - approved 4.0 DEVELOPMENT PLAN POLICIES 4.1 The application site is within an area zoned as "Mixed Use" identified on the Peel Local Plan 1989. It is also within the Peel Conservation Area. Given the nature of the application it is appropriate to consider Environment Policy 37 of the Isle of Man Strategic Plan (20th June 2007) and Paragraph 9.4 of the Peel Local Plan 1989. 4.2 Environment Policy 37 14/00152/D Page 1 of 4 11 March 2014

As a general policy, advertisements within Consen/ation Areas will be permitted only if: The proposal preserves or enhances the Conservation Area; The signage is in a style appropriate to the character of the area; Traditional materials and finishes are used and glossy and highly reflective materials are excluded from proposals; and Internally illuminated box fascia and projecting box signs are excluded from the i) ii) iii) iv) proposals. 4.3 Paragraph 9.4 In addition, particular attention will be paid to: The use of colour ii) Design of shop fronts or offices iii) Street furniture, i.e, street lamps, litter bins, bus shelters etc. , and the removal of unnecessary signage such as duplication of advertising. iv) Advertisements, their scale and design. v) Vacant and derelict buildings and their future use. vi) Trees, their protection and future planting (in Market Place for example) including residential areas where appropriate. vll) Traffic viii) Treatment of pedestrian areas. 0 5.0 CONSULTATIONS 5.1 Peel Commissioners recommend approval 5.2 Highways Division do not oppose 6.0 ASSESSMENT 6.1 The application seeks approval for the erection of signage on the front and side elevations of the building, the signage would be externally illuminated. The main issues to consider in the assessment of the application are the impacts upon the character and appearance of the building and the Conservation Area in general, 6.2 The proposed signage would be to display the name of the property on which it is to be displayed. There is currently no signage on the property and therefore the proposal would not result in unnecessary duplication. The proposed signage is considered to be of an appropriate scale for the building and the design appropriate given the building's use. The building is a community facility which is used for the screening of films, presentations, shows and other performances. The signage and font are considered to relate well to the use of the building. 6.3 It is considered that the signage would be appropriate for the building and area in general. The signage would be constructed of clear acrylic with individual lettering displaying the name of the property. It is considered that the lettering would appear individually against the clear acrylic which would be appropriate given that the site is within the Peel Conservation Area. 6.4 The signage would be externally illuminated through the use of LED strips which would be installed below the signage allowing the signage to be up-lighted. The lighting has a slimline profile which would not be overly intrusive. 6.5 Overall it is considered that the proposed signage would respect the property and area in general and would not have an unacceptable impact upon the character and appearance of the Conservation Area. 6.6 For the above reasons the application is considered to be acceptable and is recommended for approval. 11 March 2014 14/00152/D Page 2 of 4

7.0 PARTY STATUS 7.1 The local authority, Peel Commissioners is, by virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, paragraph 6 (4) (e), considered an "interested person" and as such should be afforded interested person status.
