Installation of a dormer window and gable window to dwelling 40 Mountain View Peel Isle Of Man IMS IQF Case Officer: Photo Taken : Site Visit: Expected Decision Level: Miss Laura Davy 04.03.2014 04.03.2014 Officer Delegation Officer's Report 1.0 THE SITE 1.1 The application site is the curtilage of 40 Mountain View, Peel which is a single storey detached bungalow situated on a corner plot to the southern end of Mountain View. The majority of the neighbouring properties are also single storey 70's bungalows there are also some two storey properties within Mountain View. 2.0 THE PROPOSAL 2.1 The application seeks approval for the installation of a flat roof dormer in the rear elevation which would be approximately 9m in length and Im in height, the dormer would be installed just below the ridge line of the bungalow. The dormer would be dad with uPVC shiplap boarding. 3.0 PLANNING HISTORY 3.1 The following previous application is considered to be specifically material in the assessment of the current application: PA 10/00188/B Erection of an extension and widen existing driveway and vehicular access - approved 4.0 DEVELOPMENT PLAN POLICIES 4.1 The application site is within an area zoned as "Predominantly Residential" identified on the Peel Local Plan 1989. Given the nature of the application it is appropriate to consider General Policy 2 and Paragraph 8.12.1 of the Isle of Man Strategic Plan (20th June 2007). 4.2 General Policy 2 Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development: b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; c) does not affect adversely the character of the surrounding landscape or townscape; g) does not affect adversely the amenity of local residents or the character of the locality. 4.3 Paragraph 8.12.1 As a general policy, in built up areas not controlled by Conservation Area or Registered Building policies, there will be a general presumption in favour of extensions to existing Page 1 of 3 17 March 2014 14/00164/B

J property where such extensions would not have an adverse impact on either adjacent property or the surrounding area in general. f 5.0 CONSULTATIONS 5.1 No comments 6.0 ASSESSMENT 6.1 The application seeks approval for the installation of a flat roof dormer in the rear elevation. The main issues to consider in the assessment of the application are the impacts upon the character and appearance of the property and street scene and the impact upon the amenities of the neighbouring properties. 6.2 The proposed dormer would be in the rear elevation of the property, the rear elevation of the dwelling looks towards the highway which provides access on to Peveril Road. 6.3 The dormer would not look directly towards any of the neighbouring properties and is considered to be a sufficient distance from the surrounding properties. Given that the dormer looks towards the highway it is considered that the proposal would not result in undue overlooking or loss of privacy of the surrounding properties. 6.4 White the proposed dormer is not considered to be overly attractive there are a number of dormers in the Mountain View estate, there is a general acceptance of such dormers on the rear eievations of these properties. While the dormer would be visible from the highway it is judged that the proposal would not have an unacceptable impact upon the character and appearance of the property or street scene in general. 6.5 For the above reasons the application is considered to be acceptable and is recommended for approval. 7.0 PARTY STATUS 7.1 The local authority, Peel Commissioners are, by virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, paragraph 6 (4) (e), considered an "interested person" and as such should be afforded interested person status.
