Proposed Data Centre White Hoe, Old Castletown Road, Douglas for Manx Telecom
1. Parking Standards
The Planning Department has stipulated that the parking standards for this building will be classed as Storage and Distribution. This is a requirement of one space per 100 sq m gross floor area. The gross floor area of the building upon completion of all phases is 3750 sq m. This generates a requirement of 37/38 spaces.
38 spaces have been provided including 2 disabled spaces.
In checking this requirement against the building's particular needs, A Data Centre has a low occupancy in ratio to its floor area. Upon completion of all phases there will be 25 - 30 staff. In addition there will be visitors to the development to view the hosting facility and occasional maintenance and deliveries to the admin block. This will generate a requirement of no more than 6 spaces. The provision of 39 is therefore adequate.
16 spaces will be provided as part of Phase 1 and an increase to 29 spaces will take place for phase 2.
2. Servicing Requirements
A Data Centre is a highly serviced building in terms of mechanical and electrical plant however once installed this Plant only needs occasional maintenance. Full vehicular access however is required to all plant - hence the provision of a service road all around which will double as the route for the fire tender.
3. Estate Layout
Part of the application consists of alteration to the existing turning circle to a hammerhead. The turning circle was, we understand, provided as the exact usage of all buildings was not known at the time of the estate infrastructure reserved matters application. Consequently the "worst case" scenario was adopted which assumed that all buildings would require articulated vehicle access. Alteration to a hammerhead - to current standards - is a more efficient use of development space and is justified by the Manx telecom proposal having no need for articulated vehicle access at all.
The estate roads are not adopted.
