General Policy 3
GP3 permits development outside zoned areas if essential for agriculture or horticulture. The officer applied the exception for 'Building and engineering operations which are essential for the conduct of agriculture or forestry' given the horticultural use as a replacement potting shed/sales building at an established nursery.
Environment Policy 2
ENV2 protects Areas of High Landscape or Coastal Value unless development does not harm character or location is essential. The site is within such an area; officer judged the building would not harm landscape character, having similar impact to existing and low visibility from public roads.
Environment Policy 15
ENV15 allows agricultural/horticultural buildings if need outweighs countryside policy, sited near existing groups, appropriate scale/materials/siting, and no adverse residential impact. Officer confirmed horticultural need, appropriate siting next to glasshouses/polytunnels, sympathetic green metal cladding and form, and sufficient separation from dwellings.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.

The development hereby approved shall not be carried out except in full accordance with the following plans 780/001, 780/002, 780/003, 780/004 date stamped as having been received on 21st January 2014.
