The toilet block is a single storey 'lean-to' block constructed in locally sourced random rubble stonework with a mono-pitch roof in grey natural siate. The former toilet block, which served the former Methodist Chapel, is built as part of the rear boundary wall. The surrounding area is characterised by mainly residential use. 1.2 To the southern side of the former Methodist Chapel, the application site adjoins a two storey Victorian terrace of houses on Farrants Street. To the northern side adjoining the application site is Salisbury Street with the former Bus Depot opposite. 1.3 There is no parking within the curtilage of the former Methodist Chapel, but there is unrestricted parking available on Farrants Street. There is a small yard area to the rear of the property. 1,4 2.0 THE PROPOSAL 2.1 The application seeks approval for the demolition of single storey former toilet block to the rear. 3.0 PLANNING HISTORY 3.1 The following previous applications are considered specifically material in the assessment of the current application: Alterations to form new toilets, Salisbury Street Methodist Church, Salisbury Street, Douglas - 85/00544/B- APPUCATION PERMITTED 3.2 Erection of an apartment block to provide four apartments with associated parking - 14/00081/B - APPLICATION TO BE DETERMINED 3.3 4.0 DEVELOPMENT PLAN POLICIES 14/00080/F Page 1 of 3 19 March 2014

On the Douglas Development Plan the application site is in an area zoned as "Predominantly Residential". As the property is not located in a Conservation Area General Policy 2 of the Isle of Man Strategic Plan (20th June 2007) is the most relevant policy. 4.1 General Policy 2 states: "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development; Is in accordance with the design brief in the Area Plan where there is such a brief; Respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; Does not affect adversely the character of the surrounding landscape or townscape; Does not adversely affect the protected wildlife or locally important habitats on the site or adjacent land, including water courses; Does not affect adversely the public views of the sea; Incorporates where possible existing topography and landscape features, particularly trees and sod banks; Does not affect adversely the amenity of local residents or the character of the 4.2 a) b) c) d) e) f) g) locality; Provides satisfactory amenity standards in itself, including where appropriate safe and convenient access for all highway users, together with adequate parking, servicing and h) manoeuvring space; Does not have an unacceptable effect on road safety or traffic flows on the local i) highways; Can be provided with all necessary services; Does not prejudice the use or development of adjoining land in accordance with the appropriate Area Plan; Is not on contaminated land or subject to unreasonable risk of erosion or flooding; Takes account of community and personal safety and security in the design of buildings and the spaces around them; Is designed having due regard to best practice in reducing energy consumption." j) k) I) m) n) 5.0 REPRESENTATIONS 5.1 Douglas Borough Council has no objection to the proposals. 6.0 ASSESSMENT 6.1 The application proposes the removal of the existing single storey former toilet block to the rear yard immediately adjacent to the rear lane. The previous application 85/00544/B was for the creation of internal toilets and marked the end of the use of the external block. The proposal would remove this part of the existing building which is not of any architectural merit, nor does it add to the charter or quality of the individual building or the street scene. Overall, it is considered the proposal would comply with General Policy 2 of the Isle of Man Strategic Plan. 6.2 7.0 RECOMMENDATION For the above reasons the application is considered to be acceptable and is recommended for approval. 7.1 8.0 PARTY STATUS The local authority, Douglas Borough Council, is by virtue of the Town and Country Planning (Development Procedure) (No2) Order 2013 (Article 6(4)(e), considered "interested persons" and as such should be afforded party status. 8.1 Recommendation 14/00080/F 19 March 2014 Page 2 of 3
