NOTE. In the instance of the submitted details and after consultation with the case officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 6 of planning application 24/91153/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.

Officer’s Report
1.0 DESCRIPTION 1.1 The proposed application 24/91153/B for Creation of commercial units and additional parking was approved on the 31.03.2025 subject to 7 conditions some of which required submission of additional information prior to the commencement of work
1.2 This report is specific to condition 6 which the applicants are seeking to satisfy.
1.3 Specific wording of the condition is as follows:
No external lighting may be installed without the prior consent of the Department in writing.
REASON: To prevent light pollution and impact on wildlife.
2.0 PROPOSAL 2.1 The applicants have submitted detailed plans along with a duly completed application form received on 02.05.2024.

2.2 The plan indicates a total number of 7 external lights to be installed.
2.3 Outlined within the covering letter, to be read in conjunction with the drawing titled Proposed External Lighting Plan is the following:
All external lighting for the industrial units has been designed and installed to minimise light spill and obtrusive glare.
o Luminaires are fully shielded and downward-facing to prevent upward light pollution. o Lighting levels are limited to those required for operational safety and site security. o Controls include timers and motion sensors to minimise unnecessary operation outside working hours. o Colour temperature does not exceed 3000K, in line with best practice for environmental protection. o Sensitive areas, including site boundaries, have been protected from direct lighting.
3.0 CONSULTATION 3.1 The recommending officer of the original application was consulted for advice on the satisfaction of condition. The advice received on (12.05.2025), after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
3.2 The Department's Ecosystem Policy Team were also consulted for advice. The advice received on (14.05.2025), after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
3.2.1 The following comments were provided: "The Ecosystem Policy Team can confirm that we are content with the submitted lighting details, which includes use of downward facing, shielded luminaires, which are not directed towards the boundary hedge, and use of motion sensors and timers. Though lighting temperatures are not to exceed 3000k, we would request that the applicant gives consideration to 2700k lighting temperatures and less." 09.05.2025
4.0 RECOMMENDATION 4.1 In the instance of the submitted details and after consultation with the case officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 6 of planning application 24/91153/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.
