River Neb Out Fall & Mill Race Pipe Crossings
The scheme involves the excavation and installation of a new surface water out fall pipe from the new RSTS site out the river neb.
Extreme care must be taken when digging around an assumed line of a service. All efforts should be made to dig alongside the service rather than directly above to expose it.
All Excavations in the vicinity of services are to be carried out with due diligence, whilst adhering to the guidance contained in HSG 47 (Also see PCS - Guidance on Underground Cables).

SITE H&S REQUIREMENTS
• All operatives involved in the works will be briefed on this Method Statement & Risk Assessment prior to participating in any of the activities. • A record is to be kept on the Briefing Record Sheet at the back of this Method Statement. • All Utility Drawings are included and will be held in the site CPHSP. • Liaison with MUA Project Manager.
Methodology/ Sequence. Start Up:
Induct All Staff (visitors).
Go through the proposed scope of works & PCS H&S Documentation.
Ensure that all personnel have read, UNDERSTOOD, and signed the RAMS.
Maintain communication with The Clients Team
Only currently competent suitably trained, experienced, and certified personnel are to be employed.
All plant will be regularly checked, inspected, and certified.
A pre-condition photographic survey is to be carried out by PCS Limited.
Close liaison with DEFA (Fisheries)
Erect fencing and signage as agreed.
Ensure that there is suitable and sufficient segregation between the works area and the public.
Set up traffic management in accordance with the Pedestrian & Traffic Management Plan.
Method of Operations.
Pedestrian Management & Site Set Up
Prior to commencement, All the Services MUST be identified and marked out. - Dial -B4U-DiG. These works rely on a combined approach to safety, should a situation develop that is not in keeping with the RAMS Briefing then:- STOP WORK IMEDIATELY
Works should only recommence once a revised Safe Systems of Work has been agreed and accepted by a PCS Site Supervisor or Site Manager.

DEFA Requirements.
Fisheries MUST be notified if any alterations are to be made to the agreed method of works.
Electrofishing of the watercourse must occur before any excavation commence in working area, including before the sedimats are installed and temp coffer dam is placed.
Phase must also allow electrofishing of the site before operations begin on this.
Sedimats need refreshing as required.
PCS must be ready to begin work immediately after de-fishing has been completed.
Sedimats must be removed on completion of works.
If/when sedi-matts are used, Fisheries are to be informed as soon as possible if the sedimats/coffer dams are breached due to flooding, works are to cease until Fisheries have been consulted.

Procedures
All Personnel involved in this operation to be briefed on the method prior to commencement.
Only suitably trained, experienced and certified personnel to be employed.
The routes of pipeline will be as per the current construction drawings.
A pre-commencement photographic survey will be carried out.
No overloading of excavation will be permitted.
Access to the working area will only be via agreed access/egress points.
The site is to be well segregated.
The excavation, gradients and direction will be as per the design.
All staff will be suitably trained.
The banksman will check the depth of dig to allow correct bed.
Trench support must be always considered.
Pipe bedding and backfill material will be used as specified.
Plant will operate within the site spread.
Any unknown services located during these works will be treated as live until additional information can be obtained. Plans will be made available to the site team.
Excavated material will be removed from the working face as the work progress, so as not to contaminate the watercourse. This may need to be stockpiled away from the work area.
All loading, unloading of plant will be supervised by a nominated Banksman.
All vehicles, plant and machinery will have operating flashing beacons on.
Liaise with DEFA re clearing any vegetation from mill race channel and the top of bank to make it safer to work on. Any necessary permission for tree clearance to be obtained from DEFA and vegetation to be checked for nesting birds prior to removal.
Ensure that S18 & S20 Approval is in place.
Set up sediment mats in the stream using steel barriers making sure they are propped upon rock/ timber, liaise with fisheries when installing.
Construct a coffer dam around the area of works, the coffer dam will be constructed by using tope bags.

Precast Head Wall Unit:
Clear vegetation and topsoil from the working area and store on site for reuse.
Reduce dig area of the proposed headwall unit down to the proposed design levels using a 14t excavator.
Haul excavated material from the work area to the main site using a forward tipping dumper.
Level and compact type 1 subbase to the proposed levels.
Lift and lower precast into the position using a 14t excavator under strict banksmen control.
Connect pipework from pipe route into the new head wall unit.
Haul excavated material from main site to the work area.
Backfill all excavations with the as dug material.
Reinstate work area with the existing topsoil and sod to the proposed levels.
Mill Race Pipe Crossings:
Trim and flail a 12m section of a mill race (bed & banks) using an excavator and flail attachment.
Construct a coffer dam at either end of the work using top bags filled with sand.
The top bags will be lifted and lowered into position using an 14t excavator.
Liaise with Fisheries so they can electro fish inside the coffer dam, once the fisheries have electro fished inside the coffer dam we can start the works.
Place the 6” inch pumps up stream of the works, so the water coming downstream can be over pumped downstream.
Place the 6” inch pump inside the coffer dam and pump water downstream.
The machine will then excavate the trench to the design depth throughout the works.
The excavated material will be stockpiled on site and reused for backfill.
Once the excavation is down to the correct depth, the ductile iron pies will be placed.
The DI pipe will be lifted and lowered into position with sling attached to the excavator.
The pipes & (Sleeves) and ducting will be systematically laid under the bed of the watercourse.
The riverbed will be reinstated in accordance with the contract requirements (Existing).
The material used will be selected from the as dug material.
Remove berm/coffer dam and reinstate the remaining Mill Race bank back to existing.

All the works above rely on a combined approach to safety, should a situation develop that is not in keeping with the RAMS Briefing then STOP WORK IMEDIATELY Works should only recommence once a revised Safe Systems of Work has been agreed and accepted by a PCS Site Supervisor or Site Manager.
Refuelling Plant.
• A designated refuelling area will be setup on site. • A mobile double bunded fuel bowser will be used for refuelling all plant. • Drip trays will be used when refuelling and spill kits will be to hand. • All small plant - funnels will be used to assist refuelling operations and prevent spillages. • Any spillages will be cleaned up immediately and reported to PCS Site Manager and the Project Manager/Supervisor. • All plant and machinery will be inspected daily, any leaking plant will be reported, the leak will be fixed asap.
The work will be carried out by competent personnel who have received suitable and sufficient training for the tasks being undertaken and are Certified. They will be under the direct supervision of a Certified PCS Supervisor/Manager.
• All accident & environmental incidents must be reported immediately. • First aider to be identified at induction. • Where the PCS Working Team are a mobile / maintenance call-out team, their First aid box will be kept in the works van. • On discovering an emergency such as fire, structural collapse, trapped personnel, serious injury or any environmental incident, raise the Alarm and report the emergency immediately to the following personnel: • PCS Site Manager/Supervisor. • Site Personnel. • Note: for serious emergencies such as a serious injury or large fire outbreak also contact emergency services directly 999. • Give clear details of the incident and location. • Do not hang up until requested to do so. • Tackle small fires using portable fire extinguishers only if safe to do so. Never put your own safety at risk. • If a person is trapped but is not in anymore danger, no attempt will be made by site personnel to remove the victim until the emergency response team arrives on site. • If however there is severe danger that the situation might become worse before the emergency services arrive, the area will be secured by whatever means required. Once the area is secure, a trained first aider can administer first aid to the casualty.

Document Authorised by Issue / Rev Date Page PCS-HS- Method Statement BB 1a Aug 2020 10 of 11 Uncontrolled copy once printed from its electronic source • The PCS Site Supervisor will appoint a person to wait at the site entrance to escort the Emergency Response Team to the injured person. • An PCS Manager will formally contact the Client & PCS H&S Advisor and inform them of the accident /incident so that an accident / incident investigation can commence. • PCS Staff will provide any help necessary as requested in the accident investigation.
General Items
Machine Movements - Any operatives wishing to pass one of the machines or the Hi-Ab must first signal to the machine operator to gain their attention and seek permission to pass. Environmental -Standard pollution kits will always be available with the site foreman to deal with small spillage’s and leaks. Any Pollution of a watercourse is to be reported IMMEDATELY to Environmental Protection Unit and Fisheries Directorate, DEFA. Biodegradable hydraulic fluid to be used in machinery working within the watercourse.
Emergency Procedures - There will always be a supervisor at the working face, who will have access to a mobile phone and/or radio that will allow assistance to be called if required. All operatives will be made aware of this prior to commencing work.
