General Policy 3
Sets exceptions to countryside development restrictions, including (f) operations essential for agriculture. Officer assessed agricultural need via DEFA confirmation of tenant farmer's 115 acres active use for hay production/storage, outweighing general presumption against development.
Spatial Policy 5
Permits countryside development only if compliant with GP3. Proposal qualified under agricultural exception with demonstrated need.
General Policy 2
General standards for acceptable development, including (g) amenity. Extension's rural siting, distance from neighbours, and storage use found not to cause unacceptable harm.
Environment Policy 1
Protects countryside for its own sake from harmful development. Siting contained within existing farmyard corner mitigated visual spread into open landscape.
Environment Policy 2
Protects countryside from unwarranted development. Proposal's attachment to existing building and functional agricultural design deemed sympathetic.
Environment Policy 15
Design criteria for agricultural buildings: position close to existing, appropriate scale sympathetic to landscape. Extension matched existing building's style, size, and scale; positioned adjacently on western side.
Environment Policy 22
Addresses adverse impacts on neighbours. No significant new harm from increased activity, given existing farm use and separation.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Agricultural use only
The building hereby approved must be used only for agricultural purposes. Should it no longer be used for agricultural purposes the building and any associated hardstanding and groundworks shall be removed within 12 months of the date the use ceased and seeded with grass. Reason: The countryside is protected from development and an exception is being made on the basis of agricultural need. As such the building must be used for the purposes for which it is approved and removed if no longer needed.
Materials - new building
The building hereby approved shall be finished externally in dark green colour to its walls, and grey colour to its roof (with exception to the opaque roof light panels) and retained as such thereafter. Reason: In the interest of visual amenity.
Materials - existing building cladding
Any external cladding to the existing building shall be finished externally in dark green colour and retained as such thereafter. Reason: to align with the details submitted and towards creating cohesion across the buildings external appearance.
