In this instance of the submitted documents and after consultation with the case officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning conditions 26 and 27 of application 23/00744/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.

Officer’s Report
1.0 DESCRIPTION 1.1 The proposed application 22/00675/B for full approval for a residential development comprising up to 153 dwellings and community uses with associated highway and pedestrian access and infrastructure, drainage, landscaping and public open space. Together with approval in principle for a primary school on land at Vollan Fields together with enhancement of existing habitat on land to the east of Royal Park was approved after appeal on the 10.07.2024 subject to 38 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Conditions 26 and 27 which the applicants are seeking to satisfy.
1.3 Specific wording of the conditions are as follows:

25/10064/AIR 1.3.1 (c26) Prior to first occupation of any dwelling hereby approved without a garage, details of the cycle storage provision at a rate of one storage space per bedroom shall be submitted in writing for approval by the Department and the approved cycle storage scheme shall be completed prior to the occupation of the dwelling and retained thereafter for its intended purpose.
REASON: To ensure that the development is served by adequate cycle storage to meet sustainable travel aims.
1.3.2 (c27) Prior to first occupation/operation of any unit in the neighbourhood centre hereby approved, details of the cycle parking shall be submitted in writing for approval by the Department and the approved cycle parking scheme shall be completed prior to the occupation of any unit and shall be retained thereafter for its intended purpose.
REASON: To ensure that the development is served by adequate cycle parking to meet sustainable travel aims.
2.0 PROPOSAL 2.1 The applicants have submitted a number of documents covering two of the applications conditions along with a duly completed application form on the 10.05.2025.
2.2 3 Detailed Plans have been provided showing the locations of the Bike Storage, Shop Bike Storage and Community Area Bike Stands.
2.3 Bicycle Storage details have been given as - HOUSES WITHOUT GARAGES TO BE PROVIDED WITH 2m x 1m x 1.4m HIGH TIMBER BIKE STORE TO BE SUITABLE FOR 3No BIKES LOCATED IN REAR GARDEN.
2.4 The Shop Bicycle Storage is proposed as - 2.4m x 2.1m x 2.1m HIGH TIMBER BIKE POWDER COATED STEEL FRAME STORE TO BE SUITABLE FOR 6No BIKES LOCATED IN SHOP REAR AREA
2.5 The community area bike stands have been proposed as - 1000mm LONG STAINLESS STEEL SHEFFIELD TYPE BIKE STAND SPACING BETWEEN STANDS 1000mm
3.0 Consultation 3.1 The recommending officer of the original application was consulted for advice on the satisfaction of condition. The advice received on (16.06.2025), after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation 4.1 In this instance of the submitted documents and after consultation with the case officer, who is happy with the level of detail; it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning conditions 26 and 27 of application 23/00744/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.
