Officer’s Report
1.0 Description 1.1 The proposed application 23/01454/GB for the Alterations to facilitate a change of use from place of worship to gym with associated facilities (in association with 23/01453/CON) was approved after appeal on 25.08.2024 subject to 9 conditions, some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition (6) which the applicants are seeking to satisfy.
The specific wording of the condition is as follows:
Prior to the commencement of the development full details of the tree protection measures for all trees to be retained shall be submitted to and approved in writing by the Department. These measures shall be set out in a detailed Arboricultural Method Statement to include the specification of the location and type of protective fencing, the timings for the erection and removal of the protective fencing, the details of any hard surfacing proposed

25/10065/AIR within the root protection areas, all to be in accordance with the British Standard for Trees in Relation to Construction 5837:2012, and the monitoring of tree protection measures during construction. No works shall be carried out unless in accordance with the approved details.
REASON: To protect the visual amenity of the area and ensure the protection of Registered Trees within the site.
2.0 Proposal 2.1 The applicants have submitted a detailed Arboricultural Method Statement and Site Plan as proposed along with a duly completed AIRC form on the 20.05.2025.
2.2 Drawing Number: WL/23/1579-8G provides a detailed plan which indicates:
1 - 12x Dia Root Protection Areas (RPA's) relating to trees numbered 1-5. 2 - 5x Dia Root Protection Areas (RPA's) Relating to Trees Numbered 1-5. 3 - The area hatched in red represents the construction phase site compound 4 - The red dashed line represents the position of the temporary Herras protective fencing erected during the ongoing works to the boundary of the site. 5- All works within the Root Protection Areas to be carried out in accordance with the Arboricultural Method Statement.
2.2.1 Also outlined is the details of hard surfacing proposed within the root protection areas.
2.3 The Arboricultural Method Statement outlines the Description of activity, Supervision and personnel, Relevant Standards and Guidance, Tree Protection Zones, PPE requirements, Site Works Notes, Excavation Methodology - Surface Coarse Works, New Underground Services, Welfare & First aid and Emergency procedures.
3.0 Consultation 3.1 Consultation was made with the Department's Forestry Team. The advice received 18.06.2025, after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses. The Arboricultural Officer stated: "Having reviewed the recent submission I am happy to say that this meets the requirements we laid down" 18.06.2025
4.0 Recommendation 4.1 In this instance of the submitted documentation and after consultation with the relevant Department confirming that they are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 6 of application 23/01454/GB, under the understanding that the development shall not be carried out unless in accordance with the approved details. __
I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
