General Policy 2
Requires development not to adversely affect character, amenity, provide safe access/parking, avoid road safety issues, etc. Officer found compliance with amenity (g), access/parking/safety (h,i) despite parking shortfall, as impacts no worse than existing; location acceptable given mixed character and history, though technically in residential area.
Environment Policy 13
Concerns development at risk of flooding. No physical changes proposed, so bakery no more vulnerable than previous use and no effect on local flood risk.
Transport Policy 7
Requires meeting current parking standards. Site has one space, below standards for light industrial/shops, but small scale and on-street availability accepted by Highways, with no safety impact.
Business Policy 2
Directs industrial land to designated areas. Site not in such area, but treated as sui generis bakery production; officer focused on specific impacts rather than strict zoning.
Business Policy 10
Retail only in centres, exceptions for neighbourhood shops. Occasional pop-ups not full retail; location has mixed uses but not centre.

recommend that the application be APPROVED for planning purposes only
no significant negative impact upon highway safety, network functionality and/or parking as the proposals are in Onchan centre, there is opportunity for staff and delivery loading, and customer parking and arrival demand would be similar or less than the existing use
