Officer’s Report
1.0 Description 1.1 The proposed application 24/91153/B for the creation of commercial units and additional parking was approved on 31.03.2025 subject to 7 conditions, some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition (3) which the applicants are seeking to satisfy.
1.3 Specific wording of the condition is as follows:

The development hereby permitted shall not be occupied or first brought into use until full details of soft landscaping works have been submitted to and approved in writing by the Department and these works shall be carried out as approved. Details of the soft landscaping works include details of the retention of existing landscaping and new planting showing, type, size and position of each. All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the building, whichever is the sooner. Any trees or plants which die or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species
REASON: To ensure the provision of an appropriate landscape setting to the development and in the interests of good design.
2.0 Proposal 2.1 The applicant's agent has submitted details providing information for works to be implemented for the soft landscaping scheme along with a duly completed application form received on 14.04.2025
2.2 The soft landscaping plan response details the following:
Carpet Red' (Flower Carpet Red Rose) A low-growing, repeatflowering shrub rose with vibrant red flowers. 30-50 cm Shallow, fibrous roots Lavandula angustifolia 'Hidcote' (Dwarf Lavender) Compact variety of lavender with fragrant purple flowers. 30-45 cm Woody, fibrous roots Erica carnea (Winter Heath) Low-growing evergreen shrub with pink or purple flowers in winter and early spring. 15-30 cm Shallow, fibrous roots Rosmarinus officinalis (Rosemary) Evergreen shrub with aromatic, needle-like leaves and blue flowers. 30-45 cm Woody, fibrous roots Digitalis purpurea (Common Foxglove) Tall spikes of tubular purple or pink flowers, native to British woodlands. 60-90 cm Deep, fibrous roots.
2.2.1 ZONE B - TREES AND LOW-LEVEL PLANTING. REFER TO DRAWING FOR TREE LOCATIONS:
Betula pendula (Silver Birch) A native deciduous tree with white peeling bark and delicate, triangular leaves that turn yellow in autumn. 10-20 m tall Shallow, widespreading roots Fagus sylvatica 'Purpurea' (Amber Beech) A striking deciduous tree with deep purple-bronze foliage, turning coppery in autumn. Often used as a 15-25 m Deep, extensive root system with a strong taproot Rosmarinus officinalis (Rosemary) Evergreen shrub with aromatic, needle-like leaves and blue flowers. 30-45 cm Woody, fibrous roots Juniperus horizontalis 'Douglasii' (Douglas Juniper) A low-spreading, evergreen shrub with dense, bluishgreen foliage. 30-45 cm Shallow, spreading roots Lysimachia nummularia (Creeping Jenny) Low- growing, trailing plant with small yellow flowers and round, bright green leaves. 20-30 cm Shallow, spreading roots.
3.0 Consultation 3.1 The Department's Ecosystem Policy Team (Biodiversity) were consulted for advice on the satisfaction of condition. The advice received 17.04.2025 after their review of the submitted and updated documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
