Officer assessed the EV charging station/car park use as not matching listed uses and likely to deter compliant development on this and neighbouring sites due to appearance and infrastructure investment.
Strategic Policy 1
Requires optimising use of previously developed land. Officer found the proposal would reduce likelihood of brownfield site being brought forward for appropriate development, conflicting with policy aims reinforced by Area Plan, CoM Action Plan, and Tynwald Select Committee Report prioritising brownfield over greenfield.
General Policy 2
Permits development in accordance with Area Plan zoning if it respects surroundings, does not harm townscape character or public views. Officer concluded proposal fails as it detrimentally affects visual amenities of prominent site and views to/from Conservation Area.

Permits development outside but close to Conservation Area boundary only if no detrimental effect on important views in/out. Officer determined canopies, solar panels, and containers would harm such views from opposite North Quay Conservation Area.
