Officer’s Report
1.0 DESCRIPTION 1.1 The proposed application 24/90953/B for the installation of a steel canopy to Southern elevation of Jackson House and louvred grilles to both buildings for the creation of a primary school, landscaping works to provide playground facilities and erection of boundary fencing was approved on the 21.01.2025 subject to 5 conditions some of which required submission of additional information prior to the commencement of work
1.2 This report is specific to condition 5 which the applicants are seeking to satisfy.
1.3 Specific wording of the condition is as follows: Prior to the removal of any tree on the site, as indicated on approved Tree Removal Plan, Drawing No. TR-310824, a bat box suitable for crevice dwelling species shall be installed on a tree within the site. The siting and specification of the bat box shall have first been submitted to and approved in writing by the Department. Development shall be carried out in accordance with the approved details and thereafter so maintained.

25/10058/AIR REASON: In order to enhance habitat on the site pursuant to Environment Policy 4 of the Strategic Plan.
2.0 PROPOSAL 2.1 The applicant's agent has submitted a detailed plan and images of the bat box proposed along with a duly completed application form received on 24.04.2024.
2.2 Drawing number TBS-WMA-ZZ-000DR-A-00-020 shows a detailed site plan outlining the bat box setting out. A key has been provided which outlines various aspects of the site including:

2.2.1 An image of the bat box to be installed has been provided and the existing tree in which it is proposed to be placed on has been highlighted on the site plan, and indicated at a suitable height.
2.2.3 The bat box type is: Buttercup Farm - Roost Maternity Box - plywood / Ceramic. L13 x W27 x H52cm. Total weight is 6KG.
3.0 CONSULTATION 3.1 The recommending officer of the original application was consulted for advice on the satisfaction of condition. The advice received on (11.05.2025), after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
3.2 The Department's Ecosystems Policy Team was also consulted for advice. The advice received on (09.05.2025), after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
3.2.1 The following comments were: "The Ecosystem Policy Team can confirm that we are content with the location and type of bat box, shown in in Wilson Mason's 'CB - Bat Box Setting Out' drawing (Drawing No. TBS-WMA-ZZ-00-DR-A-00-020)." 09.05.2025
4.0 RECOMMENDATION 4.1 In the instance of the submitted details and after consultation with the case officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 5 of planning application 24/90953/B, under the understanding that the development shall not be carried out unless in accordance with the approved details. __
I can confirm that this decision has been made by the Head of Development Management in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status
