Officer’s Report
1.0 Description 1.1 The proposed application 22/00254/B for the Reserved Matters application in relation to P.A. No 21/01161/A, including erection of new dwelling and demolition of part of existing dwelling. was approved at the Planning Committee on 29.04.2025 subject to 12 conditions, some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition (12) which the applicants are seeking to satisfy.
1.3 The condition is as follows:
Within one month of this decision becoming final, a detailed plan must be submitted to and approved in writing by the Department. This plan should clearly show the proposed subdivision and layout of the new curtilages, ensuring that all boundaries are distinctly marked and comply with the guidelines set forth. The boundaries should be demarcated by either a planted hedge of native species or a Manx hedge, as per Planning Circular 1/92.

25/10061/AIR The new dwelling shall not be occupied unless the site has been subdivided and laid out in accordance with the approved plan and shall be retained as such thereafter.
REASON: To ensure that the curtilages are clearly defined in the interest of protecting the countryside
2.0 Proposal 2.1 The applicants have submitted plans detailing the landscaping and boundary line, along with a duly completed AIRC form on the 30.04.2025.
2.2 Drawing Number: 21 1539 RM/D 04 Rev A, clearly outlines the separation between the two boundaries as proposed. The boundary to the existing dwelling, known as 'The Bungalow' has been indicated in blue. The boundary to the proposed new dwelling, garden and driveway has been indicated in red.
2.3 The Planting Plan clearly indicates the existing and proposed hedging and shrubbery that is to be implemented along the boundary line as created by the sub-division of the land as shown.
2.4 Native hedging is to be planted alongside the proposed driveway to serve the new dwelling and to the south-west section of the dividing boundary between the existing dwelling known as "The Bungalow" and the proposed dwelling. Existing hedgerow to also be reinforced in the areas indicated. Native hedge selection to be taken from the list attached to the right and reference is to be made to Planning Circular 1/93 Landscape Guidance Notes.
2.5 Notes:
1.Tree and hedges are to be planted and maintained until established in accordance with BS8545:2014 Trees from Nursery to Independence in the Landscape. 2. Stock protection is to be implemented until the trees and hedges become established. 3. All planting, seeding or turfing to be carried out in the first planting and seeding seasons following the completion of the development or occupation of the dwelling, whichever is the sooner. Any tress or plants which die or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species.
3.0 Consultation 3.1 Consultation was made with the Planning Officer that dealt with the original application. The advice received 18.06.2025, after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation 4.1 In this instance of the submitted documentation and after consultation with the case officer confirming that they are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 12 of application 24/91116/REM, under the understanding that the development shall not be carried out unless in accordance with the approved details.
