Officer’s Report
1.0 DESCRIPTION 1.1 The proposed application 22/00635/B for the demolition of existing and erection of replacement 12 bedroomed respite care facility, with the installation of temporary access road was approved on the 03.01.2023 subject to 4 conditions some of which required submission of additional information prior to the commencement of work
1.2 This report is specific to condition 3 which the applicants are seeking to satisfy.
1.3 Specific wording of the condition is as follows:
No external lighting shall be installed on the site unless a sensitive low-level lighting plan has been submitted to and approved in writing by the Department. The lighting plan must adhere to the best practice guidance detailed in the Bat Conservation Trust and Institute of Lighting Professionals Guidance Note 8/23 on Bats and Artificial Lighting (2023). All external lighting shall be installed and operated strictly in accordance with the approved lighting plan.

REASON: To avoid adverse ecological impacts on nocturnal wildlife, particularly bats, and to ensure that external lighting does not negatively affect the surrounding biodiversity.
2.0 PROPOSAL 2.1 The applicant's agent has submitted a range of documents including the External Lighting Plan and Lighting Schedule, along with a duly completed application form received on 30.04.2025.
2.2 Drawing titled 'External Lighting Plan' numbered 006, details the locations in which the external lighting is to be installed.
2.3 The Lighting Schedule lists the following in relation to the plan:
Light No. 1: Recessed LED low level downlighters IP65 fitted to soffit of reception block Lights No. 2 and 3: Fitted to shower block Light No. 4: Fitted to male toilets Light No. 5: Fitted to female toilets
3.0 CONSULTATION 3.1 The recommending officer of the original application was consulted for advice on the satisfaction of condition. The advice received on (24.06.2025), after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
3.2 The Department's Ecosystems Policy Team were also consulted for advice. The advice received on (23.06.2025), after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
3.2.1 The following comments were received: "The Ecosystem Policy Team are content with the external lighting details contained in the Lighting Schedule and External Lighting Plan."
4.0 RECOMMENDATION 4.1 In the instance of the submitted details and after consultation with the case officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 7 of planning application 24/90966/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.
