General Policy 2
GP2 (b, c, g, h, i) sets general standards for acceptable development including visual amenity, character, and neighbouring amenity. The officer assessed the lift shaft's larger form but found it proportionate with grey materials matching the roof, reducing visibility from distance views, and causing no harm to amenity. This tipped the balance in favour of compliance.
Strategic Policy 3 - To respect the character of our towns and villages
Promotes good design. Considered relevant but no specific tension; proposal's safety-focused design and materials supported compliance.
Spatial Policy 5
Promotes use of local materials and character. Grey finishes deemed to match existing roof, enhancing appearance.
Environment Policy 10 - Development and flood risk
Requires flood risk assessment in flood zones. Officer interpreted that roof-top works do not impact flood risk, so no assessment needed.
Environment Policy 23
Addresses increased impact on neighbours. No harm found due to modest scale.
Environment Policy 42 - character and need to adhere to local distinctiveness
Promotes development accounting for locality in design. Proposal considered appropriate for residential area.
Community Policy 7
Prevents criminal activity. No new issues from extension to existing block.
Community Policy 11
Reduces spread of fire. No changes expected.
Infrastructure Policy 5
Conserves water. No increase in usage or runoff issues.
