Officer’s Report
1.0 Description 1.1 The proposed application 24/91155/B for the demolition of existing building and construction of 4 no. detached dwellings was approved by the Planning Committee on 09.12.2024 subject to 10 conditions, some of which required submission of additional information prior to the commencement of works.

1.2 This report is specific to Condition 10 which the applicants are seeking to satisfy.
1.3 Specific wording of the condition is as follows:
1.4 No development shall take place until full details of nest box provision have been submitted and approved in writing by the Department and these approved details shall be completed prior to the occupation of any dwelling.
REASON: In the interests of Protected Species.
2.0 Proposal 2.1 The applicant's agent has submitted a details of the full details for the bat and bird box specifications and locations along with a duly completed application form on 19.03.2025.
2.2 The proposal lays out the following:
2.2.1 Bird bricks will be located high up on north-west to north facing elevations. Bat bricks will be located high up on south to south-east facing elevations. Both bird and bat bricks should not be located above windows or doors. The plan will be fully adhered and each dwelling shall have its respective measures completed prior to their occupation. The approved mitigation measures shall be retained thereafter.
2.2.2 Specification - Bat Box Outer Section/Basic element 3FE: The outer section is the actual crevice roost and is open at the rear. Inside there are two separate hanging zones which taper upwards. Below that there is a deeper hanging area. The inside has an especially optimised surface structure. The outer section can be screwed directly onto the façade. The surface of the façade (e.g. render) then forms the rear of the roost. It is advisable to seal the contact area, e.g. with acrylic. In most cases the outer section is set into the façade (e.g. glued or bricked in). The surface of the 3FE can then be rendered or be left un-rendered, for example, if it is installed in fair faced masonry. Due to the open rear, the outer section is particularly suitable for maintaining existing roosts and to make their entrance in a structurally correct way, e.g. in case of insulation measures. The outer section can be combined with the optional insulated rear panel and/or the entry attachment.
Installation: 3 - 5 m and higher. External dimensions: W 25 x H 40 x D 5 cm. Colour/surface: concrete grey, untreated. Material: SCHWEGLER wood-concrete. Weight: approx. 3.6 kg.
2.2.3 Specification - Swift Box Occupants: Common Swifts. At inaccessible sites we recommend securing the removable entrance hole insert with silicon or some other sealant to prevent it falling out.
Entrance hole: 55 x 33 mm. Dimensions: W 26.5 x H 18 x D 22 cm. Material: SCHWEGLER wood-concrete. Weight: approx. 8.8 kg.
3.0 Consultation 3.1 The Case Officer from the original application was consulted for advice on the satisfaction of condition. They have confirmed that the proposals are acceptable.

25/10041/AIR 3.2 The Department's Ecosystems Policy Team were consulted for advice on the satisfaction of condition. The response received on 10.04.2025 confirms that they are happy that the proposals meet the condition requirements. "The Ecosystem Policy Team can confirm that we are content with the submitted bat and bird box information. The type, number and location of boxes/bricks are suitable." 10.04.2025
4.0 Recommendation 4.1 In this instance of the submitted drawings and documentation and after consultation with the case officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 10 of application 24/91155/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.
