Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
It is concluded that the planning application accords with the provisions set out in General Policy 2 of the Isle of Man Strategic Plan 2016, as such the planning application is recommended for approval.

_________________________________________________________________ Officer’s Report THE APPLICATION SITE
1.1 The application site is within the curtilage of 22 Falkland Drive, Onchan which is a semi detached two storey dwelling situated to the North East of Falkland Drive. THE PROPOSAL - 2.1 The current planning application seeks approval for the removal of the existing pebble dash and replacing it with render of a white colour. PLANNING HISTORY - 3.1 There is one previous application on the site, PA87/01250/B which was for the construction of an attached garage, which was Permitted. PLANNING POLICY - 4.1 The site lies within an area zoned as Predominantly Residential on the Area Plan for the East, Map 6 - Onchan. The property is not within a Conservation Area or a Flood Risk Zone.
4.2 Given the nature of the residential property and the land designation paragraph 8.12.1 and General Policy 2 from the Isle of Man Strategic Plan 2016 are most relevant to its assessment which set out the general standards towards acceptable development. REPRESENTATIONS - 5.1 The following representations can be found in full online, below is a short summery;
5.2 Highway Services have considered the proposal and state they have no highways interest. (07.04.25)
5.3 Onchan Commissioners have considered the application and state, "Approved for Planning purposes only." (17.04.25) ASSESSMENT - 6.1 With applications such as the proposed, the only aspect which needs to be considered is whether the proposed rendering over the existing pebble dash wall covering with a smooth render to all elevations would be appropriate in terms of the character and appearance of the overall streetscene and the site itself.
6.2 When looking at the property whilst the removal of the pebble dash would be noticed in the overall streetscene due to the change of material, whilst this is the case for the property in question the brickwork and painted raised accents are the most important parts of it's character and appearance. Having discussed this with the applicant these parts are going to be kept as is, and as such this should be conditioned/
6.3 Ultimately it is then considered that the proposal would be an appropriate form of finish and would be in keeping with the street scene complying with General Policy 2. CONCLUSION - 7.1 Overall, it is considered the proposal would comply with the relevant policies of the Isle Of Man Strategic Plan therefore it is recommended that the application be approved.
8.1 The Town and Country Planning (Development Procedure) Order 2019 sets out the process for determining planning applications (including appeals). It sets out a Right to Appeal (i.e. to submit an appeal against a planning decision) and a Right to Give Evidence at Appeals (i.e. to participate in an appeal if one is submitted). - 8.2 Article A10 sets out that the right to appeal is available to:
8.3 Article 8(2)(a) requires that in determining an application, the Department must decide who has a right to appeal, in accordance with the criteria set out in article A10. - 8.4 The Order automatically affords the Right to Give Evidence to the following (no determination is required):
