Officer’s Report
1.0 DESCRIPTION 1.1 The proposed application 22/00675/B for the demolition of the existing house and construction of a replacement dwelling including new vehicular access for associated parking was approved by the Planning Committee on the 26.02.2024 subject to 14 conditions some of which required submission of additional information prior to the commencement of work
1.2 This report is specific to conditions (6) and (11) which the applicants are seeking to satisfy.

1.3 Specific wording of the conditions are as follows:
(6) No development shall take place until full details of soft landscaping works have been submitted to and approved in writing by the Department and these works shall be carried out as approved. Details of the soft landscaping works include details of the retention of existing landscaping and new planting showing, type, size and position of each. All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the kennel extension, whichever is the sooner. Any trees or plants which die or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species
REASON: To ensure the provision of an appropriate landscape setting to the development
(11) Notwithstanding the details of the non-fossil fuel energy/heating systems as shown on drawing 300/020a, prior to the commencement of any works detailed drawing/s showing the location of any external non-fossil fuel energy/heating systems shall be submitted to and approved in writing by the Department, including specifications of such systems and these approved systems shall be completed prior to the occupation of the dwelling and retained thereafter.
REASON: To ensure compliance with the Climate Change Act
2.0 PROPOSAL 2.1 The applicant's agent has submitted a number of documents and drawings providing details for the ASHP and the soft landcaping plan along with a duly completed application form received on 07.02.2024.
2.2 Following consultation with the case officer from the original application (23/00799/B), additional details were requested in relation to the existing landscaping being retained along the railway line and also additional planting detail.
2.3 The applicant's agent sent revised drawings through which were received on 08.04.2025.
2.4 Provided is a comprehensive plan with a detailed planting list which includes:
o The area shown clearly in relation to the retained landscaping (shown as grey hatching on drawing number: 300/025a)
The landscaping plan also highlights a number of other areas marked clearly on the legend as: o Ajuga reptans ' Catlins Giant' o Rhododendron 'Addy Wery' o Epimedium grandiflorum 'Rose Queen' o Slate paving flags o Hakonechlea macra o Grass lawn o Area to be planted with 50:50 mix of red and white rose bushes, Rosa rubiginosa and Rosa alba
2.5 PLANTING & MAINTENANCE SCHEDULE:

25/10028/AIR TREE STOCK SPECIFICATION - All trees to be standards, 8-10cm girth at 1m above ground level, 2.5 - 3m tall. Bare root or root-balled stock may be used between November and March, dependant on weather and ground conditions. Container grown stock can be used year round.
DELIVERY OF STOCK TO SITE - All trees and shrubs will be free from pest and disease and will be physically undamaged. Upon delivery to site, all container grown plants will be watered. Any dry pots will be plunged in water until saturated. Root-balled stock will be plunged in water until saturated. Bare root stock to be placed in plastic bags and the roots sprayed with water and kept moist.
TREE PLANTING - Remove existing vegetation from the tree pit area. Planting pit size will depend on the size of the container / root-ball. Each pit will be a radius of at least 300mm larger and deeper than the root-ball. Break up pit bottom to 300mm and scarify the pit sides. The top 400mm of the planting pit backfill will be 70% by volume top soil and 30% peat-free compost, incorporating 500g/m3 bonemeal. Ensure that the tree is planted at the correct depth - the top of the compost should be at finished ground level after installation. Water thoroughly immediately after planting. Mulch planting soil with coarse woodchip to a depth of 80mm.
SHRUB & HEDGE PLANTING - Remove all existing vegetation from the area to be planted. If the area is to be treated with herbicide, ensure that the herbicide is fit for purpose (Glyphosate based) and abide by manufacturer's instructions and chemical regulation requirements. Dig over or rotavate planting soil to the depth of a fork, incorporating organic based slow release fertilizer NPK 7:7:7 into the soil. Remove and dispose of undesirable material including clumps of grass, stones and foreign matter. Shrub planting pits to be 150mm wider and deeper than the root ball. Ensure that the top of the compost is at finished ground level after planting. Water thoroughly immediately after planting. Mulch planting area with coarse woodchip to a depth of 80mm.
MAINTENANCE PLAN YEARS 1 & 2 - Any trees or shrubs which are dead, dying or otherwise defective will be replaced at the next suitable planting season. Ensure that sufficient water is applied to enable establishment and maintain healthy growth. All planting areas will be kept free from weeds. Tree planting pits will be hand weeded. Missing or damaged spiral tree guards will be replaced. Mulch will be maintained to the specified depth and replenished as required. Replace damaged tree stakes and ensure all stakes are firmly in the ground and all tree ties are securely fixed. Adjust tree ties to allow for increase in tree girth as required. Prune plants at appropriate times according to the requirements of specific species. Remove dead, dying or diseased material and prune to promote healthy growth and to allow the plant to develop a natural habit.
2.6 Air source heat pump to be Grant Aerona3 R32 17Kw, details of location and images of specified ASHP shown on drawing.
3.0 CONSULTATION 3.1 The recommending officer of the original application was consulted for advice on the satisfaction of condition. The advice received on (09.04.2025), after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 RECOMMENDATION 4.1 In the instance of the submitted details and after consultation with the case officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning conditions (6) and (11) of planning
