Officer’s Report
1.0 DESCRIPTION 1.1 The proposed application 23/01223/B for the Construction of mixed use commercial building including commercial office (class 1.2 & 2.1), retail (class 1.1) and leisure uses (class 4.4) complete with basement parking, food & drink (class 1.3 and 1.4), and 80 bedroom hotel including restaurant and operational areas (class 3.1) was approved by the Planning Committee on 22.04.2024 subject to 21 conditions some of which required submission of additional information prior to the commencement of work 1.2 This report is specific to condition 17 which the applicants are seeking to satisfy. 1.3 Specific wording of the condition is as follows:

25/10034/AIR In the event that piling is used, no piling shall take place until a piling method statement (detailing the depth and type of piling to be undertaken and the methodology by which such piling will be carried out, including measures to prevent and minimise the potential for damage to subsurface sewerage infrastructure, and the programme for works) has first been submitted to the Department in writing to be agreed. Any piling must be undertaken in accordance with the terms of the approved piling method statement. REASON: To safeguard the amenities of local residential and businesses.
2.0 PROPOSAL 2.1 The applicant's agent has submitted a document providing a full piling method statement along with a duly completed application form received on 24.02.2025 2.2 Included within the document that has been provided is (in part):
o Introduction - Construction principle o Pre commencement checks o Construction procedure o Performance criteria for CFA Piles o Site safety during Piling
2.2.1 Construction Principle - The foundation solution for the hotel building generally comprises of 450mm CFA piles augered to a depth of 14m (approx.). It has been designed by the structural engineer (design information can be issued upon request)
The Piling method statement has been prepared by the Main Contractor in consultation with tendering piling contractors. Upon formal appointment and prior to commencement of piling works on site - a detailed method statement and risk assessment will be submitted by the successful piling contractor. This will be available for inspection on site.
2.2.2 Pre-commencement checks - o Full ground investigation inclusive of bore holes and subsequent reports issued to main contractor, CCG Ltd have completed site investigations and the report can be issued on request - Pre commencement check complete. o All existing service plans are to be obtained from service providers ahead of commencement of works. In the event proposed pile locations impact existing services, formal notification is to be issued to the service provider to notifying them of issue. The situation will be resolved by the Main Contractor in conjunction with the service provider. - Pre commencement check complete. o Proofing digging for any underground obstructions that will could possibly restricted piling operations - Pre commencement check complete

25/10034/AIR Load Factor - 2.5min, Specialist Contractor to Confirm Permitted Settlement at DVL, mm - 10 Permitted Settlement at DVL + 0.5SWL, mm - 20 Minimum Pile Length cut-off toe to be - TBC Minimum Pile diameter or dimension of cross section - TBC 2.2.5 Site safety during Piling - To avoid any danger or injury during the piling works the following measures may be taken: o When extracting the soil-filled continuous flight auger, a (hydraulically operated) auger cleaner should be used. o Protect all working and storage areas that are to be off limits to the public, by temporary site fencing clearly marked with hazard or danger signs. o During rest days and rest hours, cover up or protect all open bores with fencing at least 1.5 m in height. o When carrying out maintenance on machines and equipment, strictly follow the manufacturer's recommendations. o Proper working attire should be worn by all persons engaged on site, inclusive of safety appraisals such as helmets, proper shoes or boots safety harnesses etc. o Comply with all other safety measures in with main contractor H&S policy and site-specific rules
3.0 CONSULTATION 3.1 The recommending officer of the original application was consulted for advice on the satisfaction of condition. The advice received on (25.03.2025), after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 RECOMMENDATION 4.1 In the instance of the submitted details and after consultation with the case officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and is considered satisfactory in meeting condition 17 of planning application 23/01223/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.
