Officer’s Report
1.0 DESCRIPTION 1.1 The proposed application 21/01290/B for the erection of proposed detached dwelling and integral garages was approved by the Planning Committee on the 21.02.2022 subject to 4 conditions some of which required submission of additional information prior to the commencement of work
1.2 This report is specific to conditions (3) and (4) which the applicants are seeking to satisfy.
1.3 Specific wording of the conditions are as follows:

25/10038/AIR (3) No development shall take place until full details of soft and hard landscaping works have been submitted to and approved in writing by the Department and these works shall be carried out as approved. Details of the soft landscaping works include details of new planting (including tree planting) showing, type, size and position of each. All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the dwelling, whichever is the sooner. Any trees or plants which die or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species. Details of the hard landscaping works include footpaths and hard surfacing materials. The hard landscaping works shall be completed in full accordance with the approved details prior to the first occupation of the dwelling hereby permitted.
REASON: To ensure the provision of an appropriate landscape setting to the development.
(4) No development shall commence until a schedule of materials and finishes and samples of the materials to be used in the construction of the external surfaces, including roofs, have been submitted to and approved in writing by the Department. The development shall not be carried out unless in accordance with the approved details.
REASON: In the interests of the character and appearance of the site and surrounding area.
2.0 PROPOSAL 2.1 The applicants have submitted a full details for the materials and finishes to be implemented as well as the details for the soft landscaping plan, along with a duly completed application form received on 03.03.2024.
2.2 The materials proposed in the construction/refurbishment of the building are:
o PITCHED ROOFS: Pitched roofs to be finished in "Met-Seam MS460 VM Zinc Plus", or similar approved, metal standing seam external cladding, to be installed in strict accordance with the manufacturers instructions. The proposed gable/barge ends and over hangs/soffits are to be finished in aluminium cladding, colour to match the roofing system.
o ROOF LIGHTS: Proposed roof lights in the pitched roof sections to be fitted over the Lounge, Kitchen and Entrance Porch areas to be 1400 x 940mm central pivot "Velux" roof light type GGL PK08, or similar approved, to be fitted with proprietary tray flashing surrounds to suit standing seam roofing system. Proposed roof lights over the internal Shower Room and W.C. to be 800 x1000mm and over the Hallways to be 800 x 3000mm EOS, or similar approved flat roof rooflights set over proprietary insulated upstands and flashing surrounds. All work to be carried out in strict accordance with the manufacturer's instructions.
o FLAT ROOF: Proposed flat roofs over the central sections are to be installed with a wild turf green roofing system, laid over a growth substrate, filter, drainage and protection layers on a green roof waterproofing membrane system all to be installed in strict accordance with the manufacturer's instructions. Provide dark grey aluminium fascia and soffit boards to the roof overhangs.
o DOORS & WINDOWS: Proposed window and doors to be light grey, thermally broken, aluminium framed, double glazed units with opening lights as indicated on the elevations. Large doors units to be fitted with either bi-folding or sliding opening devices.

25/10038/AIR Window units to be set over minimum 150mm deep precast concrete sub-sills to be finished in sealer and 3No coats of high quality light grey masonry paint, to match the window units.
o WALLS: Lower section of proposed cavity walls to be finished externally in minimum 19mm smooth plain render to be finished with sealer and 3No coats of high quality white masonry paint. Upper sections of proposed cavity walls to be finished in "Met-Seam MS460 VM Zinc Plus", or similar approved, metal standing seam external cladding. The internal faces of the three external patios and the Garage entrance to be finished in high quality natural cedar timber cladding, laid vertical with an open joint detail. Timber cladding left untreated to weather naturally.
o RAINWATER GOODS: New gutters to be 1⁄2 round light grey aluminium gutters laid to fall on 200mm deep light grey aluminium fascia boards. Gutters to be fitted with 64mm dia light grey aluminium rainwater pipes to discharge into back inlet gullies. Gullies to be connected to new soakaways
o DECKING: The proposed decking area to the west of the proposed dwelling is to be finished in "Millboard" or similar approved, composite decking.
o DRIVEWAY: The proposed driveway is to be finished in gravel set in proprietary plastic stabilisation system set on hardcore sub-base. Provide timber edge details.
o DRIVEWAY ENTRANCE: The first 6m of the driveway entrance is to be finished in either tarmac with concrete kerb edges or rustic brick pavers, set over a hardcore sub-base and sand blinding.
o PATIO AREAS: The north, east & south Covered Patio Areas and central Inner Courtyard Area are to be finished in light grey paving slabs set over a hardcore subbase and sand blinding. Slabs will be laid in random sizes.
2.3 A detailed plan has been provided in relation to the soft landscaping that is proposed. The applicant's agent lists a number of Manx Native trees and shrubs for gardens and other well-established trees and shrubs for Isle of Man gardens.
2.3.1 TREE PLANTING: Medium sized, (5-10m at maturity), trees to be planted along the south and north boundaries. All to be planted as 3 year old saplings to improve chances of tree establishment. Native tree selection to be taken from the list attached to the left and reference is to be made to Planning Circular 1/93 Landscape Guidance Notes. Prior to the planting of the trees the applicant is to obtain further advice with regards to the suitable tree species and final location, so that the future root systems of the proposed trees do not affect the structural stability of the existing boundary feature or new dwelling.
2.3.2 NOTES: Trees are to be planted and maintained until established in accordance with BS8545:2014 "Trees from Nursery to Independence in the Landscape". Stock protection is to be implemented until the trees become established. All planting, seeding or turfing to be carried out in the first planting and seeding seasons following the completion of the development or occupation of the dwelling, whichever is the sooner. Any tress or plants which die or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species.
2.3.3 The applicants have also detailed areas in which ornamental planting will take place.
3.0 CONSULTATION

25/10038/AIR 3.1 The recommending officer of the original application was consulted for advice on the satisfaction of condition. The advice received on (03.04.2025), after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 RECOMMENDATION 4.1 In the instance of the submitted details and after consultation with the case officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 6 of planning application 22/00651/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.
