Officer’s Report
1.0 Description 1.1 The proposed application 23/01407/B for the construction of a new Sewage Treatment Works and creation of new vehicular access was approved at appeal on 16.07.2024 subject to 19 conditions, some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition (11) which the applicants are seeking to satisfy.
1.3 Specific wording of the condition is as follows:
Construction Compound
Notwithstanding details shown on the submitted plans, no construction compound shall be created other than in accordance with details that shall previously have been submitted to

25/10019/AIR and approved in writing by the Department. The details to be submitted shall include, but are not confined to;
i) security and fencing; ii) siting of welfare facilities; iii) storage of plant and construction materials; iv) contractor parking; and v) means of reinstatement, including a timetable for implementation. Development shall be carried out in accordance with the approved details.
REASON: In the interest of visual amenity, protecting biodiversity, the prevention of pollution of the River Neb and protecting the amenity of those using the adjacent Heritage Trail.
2.0 Proposal 2.1 The applicants have submitted details providing information for the site compounds with a detailed plan and word document along with a duly completed AIRC form on the 09.01.2025.
2.2 The primary site compound is to provides office, welfare facilities and contractor parking and will be situated at the main entrance off the A27 Glenfaba road, within field 311836. This will also be the sign in location for visitors. Welfare facilities will include toilets, drying room and mess facilities.
2.3 A second, larger compound will be established in field 311875. This will be used for bulk storage of earthworks materials, plant and materials, lay down area for fabrication of the IRBCs, and waste management area. Preliminary activities are to include the setting up of the compound & offices, storage and laydown areas. The primary site compound shall be established immediately upon commencement with the second compound being established as the construction of the access road is in progress.
2.4 Security and fencing - The site boundary will be secured with a combination of solid timber hoarding and/or demountable 'heras' type fencing. The type and exact alignment/location of these may vary during the course of the works. (see condition 3 - protection measures) Regular inspections of the hoarding and fencing around the site will be undertaken to ensure that the safety and security of the site is not compromised. The boundary to the site will be maintained at all times. A site information board with out-of- hours contact details shall be displayed at the site entrance. Notices shall be erected on site boundaries to warn of hazards onsite, such as deep excavations and construction access.
2.5 Welfare facilities - Toilets, mess rooms and drying rooms shall be located at the primary site compound Services to the site offices and welfare facilities will include temporary electrical, water, telecom and sewerage connections, all which shall be removed following completion of the works. Toilet facilities shall be provided for staff and site visitors. These units will be maintained regularly, and the waste disposed of by Manx Utilities.
2.6 Storage of plant and construction materials - The storage of fuels and oils is to be strictly in compliance with the current regulations. This applies to ALL fuel stored on site. Any fuel stored on site shall be stored in double skinned, bunded containers and shall be located in a designated hardstanding area where possible and away from surface drains and any watercourses. A drip tray or plant nappy will be used to 'catch' any drips. Oil, petrol and other fuel containers will be double-skinned and bunded to be able to contain 110% volume to guard against potential accidental spills or leakages entering local watercourse. Bund specifications will conform to the current best practice for oil storage.

25/10019/AIR Dedicated fuel storage areas are to be introduced for on-site or re-fuelling.
2.7 Spillages - An Environmental Emergency Action Flowchart has been provided which outlines the actions to be taken in the event of a spillage. Any spillages must be reported to the Site Manager, NEC Project Manager and ECoW Immediately. These will be displayed within the site compounds for all staff to see.
2.8 Housekeeping - A 'good housekeeping' policy shall be adopted across the site. This will include the following requirements:
o No fires on site. o Considerate behaviour of all site staff, including on the local roads. o Removal of food waste and other rubbish at frequent intervals. o Site access roads shall be regularly cleaned and maintained as appropriate. o Siting of materials stockpiles to minimise visual impact where practicable o The location of site offices to avoid overlooking residential properties.
Hard surface roads shall be swept to remove mud and aggregate material from their surface as a result of the development. Any un-surfaced roads shall be restricted to essential site traffic only. Furthermore, any road in the vicinity of the development that has the potential to give rise to dust WILL be regularly watered, as appropriate, during extended dry and/or windy conditions.
2.9 Contractor Parking - The Contractor will implement the following measures in relation to traffic and transportation during construction:
o Adequate parking will be provided at the proposed site compound. o Site parking and delivery areas shall be clearly marked up within the site compounds, and traffic deliveries would be coordinated to reduce potential disruption on the road network and within the local community in proximity to the works. o Vehicles required to wait on sites will switch off engines to avoid unnecessary fuel usage and noise. o Wheel washes and lances will be provided by the Contractor as required, to ensure that wheels, bodies and sides of trucks are clean prior to leaving site. o Roads outside the sites will be visually inspected on a daily basis and power swept and washed as and when required. o All site staff will be required to abide by the normal rules of the road.
2.10 Site Demobilisation/ Site Restoration - The site compound will be erected, maintained, and subsequently removed in a manner that will have minimum impact on the locality and environment.
At the end of the contract, those areas of natural habitat affected by construction activities but not permanently lost to development shall be left to regenerate naturally or be replanted in accordance with the contract requirements and as below. Any 'waste' or surplus material after the construction has been completed, it shall be removed from the site, including any potential contaminants, such as cement, concrete, diesel, formwork oils etc.
