The proposals were approved despite being contrary to General Policy 3 as they complied with Environment Policies 19 and 21 for equestrian buildings through modest scale (86m² GIA vs previous 190m²), …
General Policy 2
Requires development to respect site/surroundings in siting, scale, design, landscaping without harming landscape character, amenity, highways or ecology. Assessed as compliant due to limited scale, siting near existing buildings, timber finish and conditioned landscaping ensuring satisfactory appearance.
General Policy 3
Restricts countryside development except for specified uses including agriculture-related buildings. Proposal not strictly permitted but accepted via equestrian exceptions in ENV19/21 due to functional need and compliance with environmental protections.
Environment Policy 1
Protects countryside unless overriding national need. No overriding need required as proposal complies with equestrian policies without adverse countryside impact.
Environment Policy 14
Prohibits loss of Class 1-2 agricultural land unless overriding need. Site is Class 3, so no conflict.
Environment Policy 19
Permits equestrian buildings if no amenity loss, no Class 1-2 land loss, and highways can accommodate traffic. Satisfied by private use, Class 3 land and no highway objection.
Environment Policy 21
Requires equestrian buildings not detrimental to countryside via siting/design/size/finish, using non-residential forms like timber. Timber cladding and low height accepted as reflecting purpose, blending with surroundings near existing buildings.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Materials approval
The development hereby permitted shall be finished in materials as approved on the Proposed Elevations and Floor Plan drawing and shall be retained as such unless otherwise approved in writing by the Department.

No external lighting
No external lighting may be installed without the prior consent of the Department in writing.
