Officer’s Report

1.0 Description

1.1 The proposed application 22/01158/B was approved at appeal on 01/02/2023 for the Erection of a stable block within Field 324071 with hardstanding, creation of a new access Field 321618 and Change of Use of Field 324071 from agricultural to Equestrian use, subject to 11 conditions some of which required submission of additional information prior to the commencement of works.

1.2 This report is specific to Condition 11 which the applicants are seeking to satisfy.

1.3 Specific wording of the condition as follows:

25/10001/AIR 'Prior to constructing the new access, track and parking area shown on Dwg Nos.03 and 04, details shall be submitted to and approved in writing by the Department of a scheme to restrict surface water run-off onto the highway. Development shall be carried out only in accordance with the approved scheme, which shall be retained thereafter. Reason: In the interest of highway safety.'

2.0 Proposal

2.1 The applicant has submitted a sketch taken from approved 'APL Drg 03 Proposed Entrance Sight Lines' which shows the drainage channel that would take any surface run off the driveway back into the field using the natural gradient of the site.

3.0 Consultation

3.1 DOI Highways Drainage were consulted for advice on the satisfaction of condition. The advice received on 18.11.2024, after their review of the submitted documents, concludes that they are pleased that the information satisfies the relevant clauses.

4.0 Recommendation

4.1 In the instance of the submitted Entrance Drainage Sketch as well as APL Drg 03 Proposed Entrance Sight Lines from the original application and after consultation with the Highways Drainage, who are happy with the level of detail, it is deemed sufficient and would be considered satisfactory for planning condition 11 of application 22/01158/B with the understanding that Development shall be carried out only in accordance with the approved scheme, which shall be retained thereafter.
