Officer’s Report
1.0 THE SITE 1.1 The site is Plot 8, Middle River Industrial Estate, an empty site at the south end of the Industrial Estate. The site has been approved for a self-storage facility. The storage facility consists mainly of storage containers. There are four columns of shipping containers on the front elevation, each of which is a stack of two shipping containers. The elevation of these containers that face the road will be finished in timber cladding.

2.0 The PROPOSAL 2.1 The proposal is the installation of non-illuminated signage on the timber claddings of the first floor.
2.2 The four containers will have two types of signage. One is the company logo, Elliott Storage, the words stack with a symbol of boxes and a roof on top. One is a slogan which says: "Storage for everyone". They are about the same size as the side of the container.
3.0 PLANNING HISTORY 3.1 Erection of purpose built self storage facility over two levels with associated car parking and fencing (amendments to 24/00674/B including installation of goods lift, relocation of fencing, installation of timber cladding and signage to north-west elevation) was APPROVED under PA 25/90009/B.
3.2 Erection of purpose built self storage facility over two levels with associated car parking and fencing was APPROVED under PA 24/00674/B.
4.0 PLANNING POLICY Site Specific 4.1 The site is within an area designated as Industrial in the Area Plan for the East.
Strategic Policy 4.2 The Isle of Man Strategic Plan 2016 contains the following policies that are considered materially relevant to the assessment of this current planning application: o General Policy 2 (b) (c) (g) o General Policy 6 o General Policy 7
PPS and NPD 4.3 No planning policy statement or national policy directive is considered materially relevant to this application.
5.0 OTHER MATERIAL CONSIDERATIONS Strategy and Guidance 5.1 There is no strategy or guidance considered materially relevant to this application.
6.0 REPRESENTATION 6.1 Douglas Borough Council has no objection to this application (18.02.2025).
6.2 DoI Highway Services states there is no highway interest in this application (11.02.2025).
7.0 ASSESSMENT Elements of Assessment 7.1 The key considerations in the determination of the application are its impact on the character and appearance of the Area.
7.2 The advertisement relates to the company occupying the building. The signages are of typical design and materials. They also relate well to the building and site where they will be displayed and do not stand out from their industrial surroundings.
8.0 CONCLUSION 8.1 The proposal is not considered to harm the character of the area. It is considered to comply with General Policy 2, General Policy 6 and 7 of the Strategic Plan. Therefore, it is recommended for an approval.
