NOTE. Officer’s Report
1.0 Description 1.1 The proposed application (24/00211/C) for the Conversion of existing garage office to tourist accommodation (Class 3.6), including new sewer treatment works, external decking and carport was approved on by the Planning Committee 11.11.2024 subject to 5 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Conditions 4 and 5 which the applicants are seeking to satisfy.

1.3 Specific wording of the condition as follows:
(4) Prior to the tourist use coming into use, details of parking for the site for use by the main dwelling and associated to the tourist unit shall be provided and approved in writing by the Department. The tourist unit shall not be occupied or operated until the parking and turning has been provided in accordance with the approved plans and shall be retained for parking and free from obstruction at all times.
Reason: To ensure that sufficient provision is made for off-street parking for both the existing house and tourist use.
(5) Prior to the tourist use coming into use, details of lighting for the site shall be provided and approved in writing by the Department. The lighting shall only be installed in full accordance with the details approved and retained as such thereafter.
Reason: To ensure there is no lighting brought forward which may impact dark skies or impact on the recognised bats habitat in this area.
2.0 Proposal 2.1 The applicant's agent has submitted documents giving details for the implementation of parking and lighting as well as a duly completed application form on the 09.01.2025.
2.2 The schedule for the parking provisions show a total of 3 parking spaces for the residential property and another 2 spaces indicating parking for two person tourist unit. There has also been an area dedicated as a 'turning area'.
2.3 There are 2No. exterior lights proposed, one being on the north elevation and one being on the east elevation. PIR to be installed with cowl to prevent light spill.
3.0 Consultation 3.1 Highways Development Services were consulted for advice on the satisfaction of condition. The advice received on 10.01.2025 after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses. A note has been included:
"A S109 highway agreement is required for the highway access connection onto the adopted public highway." 10.01.2025
3.2 The Department's Ecosystem Policy Team were consulted for advice on the satisfaction of condition. The advice received on 16.01.2025 after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
"The Ecosystem Policy Team can confirm that we are content with the lighting details contained in the Proposed External Lighting drawing, which shows lights with hoods and baffles, low voltages, use of timers and which will be a maximum of 2700kelvin, all of which are measures which will limit light pollution and impacts on bats and other nocturnal wildlife." 16.01.2025
4.0 Recommendation 4.1 In this instance of the submitted documents and after consultation with the case officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning conditions 4 and 5 of application
